The primary purpose of this position is to serve as a senior professional electronics engineer responsible for installation, assembly, integration, and assurance of Electronics Engineering as it applies to Navigation Warfare (NAVWAR) and Positioning, Navigation, and Timing (PNT) services.

-Performs engineering duties in support of the Navigation Warfare (NAVWAR) mission. -Develops, adapts, and maintains analytical methods, tools, standards, and models and simulations used in NAVWAR engineering and test planning -Performs complex and comprehensive analysis and uses systematic, disciplined, and quantifiable approaches to manage projects -Supports the DoD GPS EA frequency coordination process

  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions

  • submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing and safety mishap or accident testing.
  • Incumbent is subject to uncommon tour of duty hours to include proficiency shifts, rotating shifts, nights, weekends, and holidays on an infrequent basis.
  • Extended shift work (12 hours), and off-duty hours on-call, particularly during Command exercises, special events, and emergencies.
  • May occasionally be required to work irregular duty hours to include overtime and/or emergency overtime. Position may be recalled to duty.
  • Work may frequently and/or long term require travel away from the normal duty station CONUS or OCONUS in performance of temporary duty assignment (TDY) to include travelling on military or commercial aircraft
  • A professional engineering degree at the bachelor’s level from an ABET accredited institution is highly desired. An advanced engineering degree, such as a Masters or a PhD is preferred.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-0855, Professional Engineering Positions. INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: Abachelor's degree (or higher) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of college transcripts with your application. OR COMBINATION: A combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (I) Professional registration or licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration; or (II) Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or (III) Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above); or (IV) Related curriculum: Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. NOTE: You must submit a copy of transcripts with your application. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of, and skill in applying, advanced theories, concepts, and principles practiced in the science of professional electronics engineering sufficient to: provide technical direction on Navigation Warfare programs and technical matters of complex nature and significant impact to national security and defense concerning NAVWAR positioning, navigation and timing (PNT), effects of PNT on the space and ground segment of all global satellite navigation systems; advise on production facilities, machinery, materials, and standards; oversee the activities of, and lend technical assistance to, on unusual problems and policy matters and resolve major performance deficiencies in the equipment; keep abreast of research and development by reviewing pertinent reports and other related data to ensure proper emphasis on design for production; anticipate problems and areas of major difficulty in the transition of the item from design to production, and guide production installations in their resolution; prepare policy instructions and guidance material for production installations and contractors; establish milestones for the production and delivery cycles; and recommend design changes to increase production. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Listed in Education Field below PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. 1. Mastery of the specialized professional knowledge of Navigation Warfare (NAVWAR) and Positioning, Navigation and Timing (PNT) as it relates to warfighting. Extensive understanding of NAVWAR Electronic Attack, Electronic Support & Electronic Protection as it applies to warfighting. Extensive understanding of electronics engineering as it relates to test ranges, test platforms, simulator facilities, and various hardware, hardware-in-the loop,
and software modeling and simulation facilities and capabilities as they apply to developing NAVWAR solutions for the Warfighter.
2. Requires substantial knowledge of JNWC programs and activities; NAVWAR missions, policies, and objectives; management principles and processes; engineering tools and methods; and techniques for assessing program development to improve organizational effectiveness and efficiency. Ability to use and evaluate NAVWAR models and simulation techniques
3. Extensive professional engineering and managerial knowledge to solve novel or obscure problems to develop and maintain responsive NAVWAR methods and techniques, and to develop new approaches in solving a wide variety of NAVWAR problems.
4. Knowledge of safety, security, and EEO regulations, practices, and procedures.
5. Ability to lead or participate in study teams; originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints; to negotiate complex issues; and maintain good working relations; skill to negotiate and/or defend findings and program support concepts.
