The primary purpose of this position is to assist the installation Drug Demand Reduction Program Manager (DDRPM) administer all aspects of the installation and geographically separated units (GSU) (if applicable) military and civilian Drug Testing Programs, and report issues regarding the urinalysis program to the chain of command, when appropriate.
Duties
Assists the Installation Drug Demand Reduction Program Manager (DDRPM) with the DoD military and civilian drug testing programs.
Assists the DDRPM with the administrative management of the drug-testing program.
Performs administrative duties such as filing, records maintenance, data entry, and updates.
Performs other duties as required within the scope of the Elmendorf AFB Drug Demand Reduction Program.

- Travel and relocation expenses will NOT be paid.
- Knowledge of drug testing software, MS Word, Excel, and Power Point is highly desirable.
- May be required to travel by military/commercial aircraft in the performance of temporary duty assignments.
- Incumbent must maintain strict confidentiality about aspects of the program due to the impact of testing results. Must be an individual possessing unquestionable integrity and trustworthiness.
- May not have a record of conviction by courts-martial, civilian criminal court, non-judicial punishment under Article 15, UCMJ, or a Letter of Reprimand or similar administrative action for misconduct involving dishonesty, fraud, or drug abuse.
- Have no pending civilian criminal action or pending administrative action (Separation, Letter of Reprimand/Counseling/Admonishment for dishonesty, fraud or other integrity offenses).
- Have no medical or mental health condition which will preclude him/her from responsibly performing assigned duties.
- This position may, at times work evenings, weekends and/or holidays in order to observe, collect, and store specimens.
- Must self-certify and sign a statement certifying, in accordance with AFI 90-507 Para 2.6.4.6.3.6 that they have no record of conviction for any offense or history of past misconduct involving dishonesty, fraud or drug abuse.
- Any misconduct resulting in prosecution could result in disqualification and possible termination. AFI 90-507 Para 2.6.4.6.3.2 and Para 2.6.4.6.3.3
- Must be able to obtain and maintain a Secret Clearance.
- Eligible for a Cost-of-Living-Allowance (COLA) which is subject to change without notice.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Administrative, Clerical, and Office Services.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes gathering data, compiling reports, and making recommendations based upon analysis of factual information and knowledge of Drug Testing Program rules, regulations and precedents; collecting, packaging, inspecting, testing, and shipping drug testing specimens using knowledge of conventional principles of the urinalysis chain of custody, medical terminology, testing concepts, and established procedures; identifying problems from collected data, and selecting solutions from alternatives in guidelines and precedent cases; updating, maintaining and using approved computer applications for the selection of personnel for random drug testing; preparing clear, concise reports that describe the collection techniques and other processes and procedures; and collecting data and safeguarding confidential drug testing information.

EDUCATION: Applicant has successfully completed four (4) years of education above high school level obtained in an accredited business, secretarial, or technical school, junior college, college, or university. Note: You must provide a copy of your transcripts at the time of application.

COMBINATION OF EXPERIENCE AND EDUCATION: Applicant has a combination of qualifying specialized experience and education that when combined total at least 100 percent. Note: You must provide a copy of your transcripts at the time of application.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the Drug Testing Programs sufficient to gather data, compile reports, and make recommendations based upon analysis of factual information.
Knowledge of the conventional principles of the urinalysis chain of custody, medical terminology, testing concepts, and established procedures as related to drug testing specimen collect, packaging, inspecting, testing, and shipping.
Knowledge of DoD Directives, Air Force Instructions, MAJCOM, and local policies governing military and civilian drug testing procedures.
Ability to communicate clearly and effectively, both orally and in writing. Ability to collect data and safe guard confidential drug testing information.
Incumbent will require a Public Trust Background investigation.
Motor vehicle and drivers' license required to conduct Unit Sweeps at various locations within the installation, to deliver testing samples to U.S. Post Office and to attend mandatory meetings and briefings.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
