About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Intelligence & Security CMD U.S. Army Counterintelligence Command HQ FT. Meade, MD. .

Duties

Directs building management programs for the US Army Counterintelligence Command (USACIC)complex, extensive facilities located worldwide (supports both CONUS and OCONUS field offices). Serves as command advisor on construction issues and facility management of buildings located in a historical district with historical value (space and building service needs). Determines requirements, develops budget estimates, performs analysis, and makes recommendations for use of either a private contractor or federal employees. Reviews occupant use of space, analyzes needs, and plans alterations and space reorganizations to accommodate rapidly changing tenant and mission requirements.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Two year trial/probationary period may be required.
• In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
• Must be able to obtain and maintain a Top Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
• All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
• Temporary Duty (TDY) Travel may be required 15% or less of the time.
• Must be able to obtain and maintain a valid state driver's license.
• Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
