The organizational location of this position is: HQ Air Combat Command (HQ ACC), 16th Air Force (16 AF), 616th Operations Center (616 OC), Combat Operations Division (COD), JBSA-Lackland, Texas. *** Salary ranges includes local market supplements ***

Duties

1. Oversees the transformation to an Information Warfare-focused OC, managing the day-to-day workload and activities. 2. Serves as an expert IW advisor and consultant to 16 AF senior leadership. 3. Leads study groups and/or steering committees to identify issues to develop new approaches to difficult, complex programs. 4. Leads team focused on commanders initiative to establish 16 Air Force (AF) as the Air Force's Information Warfare Numbered Air Force (NAF), and the 616 Operations Center as the operational and command and control (C2) entity.

Qualifications

This is a GG-15 position in the Cyber Excepted Service (CES). The GG-15 duties for the "Professional" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the 15 grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Mastery knowledge of IW capabilities, national and service level IW operations requirements. Mastery knowledge of organizational theories, philosophies, methods, and techniques, to provide executive leadership in order to generate and analyze projects and programs which require the generation of organizational innovations, concepts, and principles. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery knowledge of Information Warfare and DoD Cyberspace capabilities and national and service level IW operation requirements; advanced management and organizational principles, practices, regulations, laws, methods, and techniques; knowledge of intelligence research and cybersecurity management. 2. Knowledge of analytical and evaluative methods and techniques, as well as conducting projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of IW operations to include adapting or developing new or modified methods; knowledge of equivalently analytically demanding issues, such as the ability to initiate, design, integrate, implement, and evaluate policies and practices for 16 AF's worldwide operations. 3. Knowledge to oversee complex contracts, executive agency agreements, interagency support agreements, and other partnership arrangements; determine resource allocation, and identify programs that are required to achieve goals within a domain of interest. 4. Skill in applying the principles, concepts, and theories of Information Warfare Operations, and the standard practices, methods, and tactics, techniques, procedures of the occupation sufficient to perform difficult and complex, but well-precedented assignments; planning and managing all aspects of a program or unique project of broad scope impacting a critical, large-scale agency program of worldwide scope. 5. Ability and insight required to develop innovative approaches and technical analysis processes; identify and assess issues and situations of potential significance or controversy to the system and the capability to effectively address and resolve such matters; accomplish major tasks and complete projects by building consensus and facilitating cooperative and collaborative relationships within the Military Departments, other Federal Agencies, the private and non-profit sectors, and educational institutions. 6. Ability to communicate clearly, concisely, and with accuracy, both orally and in writing when preparing policy instructions, papers; conducting briefings; chair committees; and in leading working groups and conferences in areas of subject matter expertise. OTHER SIGNIFICANT FACTS PERTAINING TO THIS POSITION: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Mission Essential: This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. Ref: AFI36-129, dated 17 May 2019. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
