This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as Party Chief of a survey crew with extensive experience and skill, engaged in making hydrographic and topographic surveys which survey channels, harbors, rivers and adjacent topography of areas within the Buffalo District and Division boundaries.
Duties
Serves as field expert for hydrographic survey operations to conduct a variety of surveys in diverse and potentially complex situations.
Serves as a back-up for office personnel to process data and perform computations of project condition sounding surveys.
As Party chief assigns duties to survey employees based on technical difficulty, cross training needs, physical requirements, workload and adjusts the workload to best meet time schedules and unanticipated changes in schedules.
Monitors systems equipment and makes required adjustments. Technically troubleshoots computers, electronic positioning equipment, motion sensors and other devices on board the survey vessel in the event of equipment and instrument malfunction.
Prepares required reports and records and handles all administrative work-required in connection with survey.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- Incumbent must obtain and maintain a Commercial Driver's License (CDL), Class A, and requires possession of or ability to acquire a valid state driver license.
- Work outside: exposure to elements, weather varying from extreme heat to extreme cold, walking over rough, uneven surfaces, climbing, stooping, bending, standing, requiring use of hard hats, steel toed boots, eye protection and floatation devices.
- Incumbent is required to wear protective equipment and/or clothing (e.g., PFD, hard hat, coveralls, gloves, safety footwear) as appropriate.
- Physical: work requires routine lifting of up to fifty pounds. Which requires a pre-employment physical.
- Employee must have and maintain a valid State's Driver's License.

SPECIALIZED EXPERIENCE:
For GS-09: one year of specialized experience, equivalent to the GS-08 grade level in the Federal service, performing in a assisting with identifying and/or elevating complex problems, applying surveying methods, principles and evaluative methods typically precedent in nature, use of pertinent instruments and techniques of surveying and dredging; other related and equivalent experience related to this position.
OR
Education: a master's or equivalent graduate degree or full years of progressively higher level graduate education leading to such a degree; onlyin those instances where it is directly related to the work of the position. Transcripts must be attached.
OR
Combination of experience and education: specialized experience as described above, but less than one year; and more than one year but less than the required education stated above. Compute the percentage of the requirements, and the total is at least 100% (To compute the percentage, divide you total months of qualifying experience by 12. Then divide your semester hours of graduate by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Note: must attach a copy of your transcripts.)
For GS-10: one year of specialized experience, equivalent to the GS-09 grade level in the Federal service, performing with assistance and oversight with senior survey technicians working with methods, principles and evaluative methods, advise on moderately complex problems, calibrate and repair surveying equipment and systems and dredging contractor personnel; other related and equivalent experience related to this position.
For GS-11: one year of specialized experience, equivalent to the GS-10 grade level in the Federal service, technical work involving surveying and dredging methods, principles and evaluative instructions and/or resolve moderately complex problems which are typically not precedent in nature, formulate and present findings to senior leaders, troubleshoot and ensure calibrations are correct, assist others including contractors to resolve or; other related and equivalent experience related to this position.

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, related to position
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
