This position is located in the Division of Risk Management Supervision, Headquarters, of the Federal Deposit Insurance Corporation and provides support in the areas of leading the activities and functions regarding development, coordination, and implementation of the Division's Internal Control and Review program.

Duties
Leads the activities and functions regarding development, coordination, and implementation of the Division's Internal Control and Review program, policies, procedures, techniques, methods, budget and program resources associated with adherence to the requirements of the FDIC Internal Control Program, the Freedom of Information Act (FOIA), and the Chief Financial Officers' Act.
Serves as an advisor to the Assistant Director and senior leadership and provides leadership and direction to ICRS staff, performing internal control related functions and enterprise risk management activities. This includes risk identification, assessment, mitigation strategy development, monitoring, communication, and reporting.
Validates program compliance and performance reviews, management control reviews, and evaluations of the Division's operations, and analyzes the results of all internal control review efforts and monitors corrective actions adherence to policy.
Prepares or reviews written procedural guidelines for use by the team. Ensures that policies and procedures are documented, maintained, and consistently applied. Periodically tests and evaluates review procedures to ensure results are effectively serving management.
Coordinates, leads, reviews, and prepares formal reports detailing findings and recommendations concerning effectiveness and efficiency of the division’s operations. Assesses compliance with established policies and procedures and recommends corrective actions and operational improvements. Identifies best practices that would enhance the division's mission. Monitors the implementation of corrective actions.
Prepares management reports and briefing materials on highly sensitive, complex issues, detecting trends and potential problems, revising existing procedures, or responding to congressional or senior management information requests.
Represents the FDIC at meetings conducted by the other financial institution regulatory agencies to share information about the internal control and review process and procedures. Prepares speeches, talking points, and other communications for delivery on behalf of Division and Corporate officials.
Qualifications
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 14 grade level or above in the Federal service. Specialized experience is defined as experience implementing an internal control program and leading internal reviews of a division or office’s program areas related to risk management supervision, and managing audits, evaluations, and inquiries from the Government Accountability Office or the Office of the Inspector General.
Applicant must be a Commissioned Examiner in the FDIC or another organization with comparable commissioning criteria to that used by the FDIC's Division of Risk Management Supervision.
