You will serve as a Geographer (GIS) in the Commander, Navy Installations Command of COMMANDER NAVY REGION MARIANAS. A Cost-of-Living-Allowance (COLA) of 12.25% will be added to the stated salary.

Duties

You will provide high quality cartographic products and analyze the geospatial information to enhance situational understanding and to support incident management. You will develop, integrate, store, edit, analyze, share, and display geospatial information products to satisfy situational awareness requirements. You will use geospatial software and processing techniques to ensure Geospatial Information Systems (GIS) capabilities are maintained within the Navy Ashore Enterprise. You will plan and coordinate GIS projects utilizing new GIS technologies and a variety of computer systems, software, and procedures to accomplish assignments. You will gather, prepare, plot, map, correlate, interpret and analyze data through global positioning, scanning, aerial photography survey, and direct filed observation.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.

  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • This position is designated as Non-Combat Essential in accordance with Department of Defense (DoD), Defense Civilian Personnel Advisory Service (DCPAS) instruction Guide.
  • Incumbent may be directed to deploy on short notice in advance of, or in response to, major incidents and events within the Region to augment the Regional Emergency Response Group operations or installation-level EOC Staffs.
  • Incumbent may be required to receive an annual or pandemic influenza vaccine.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

In addition to the Basic Requirements listed in the Education section, your resume must also demonstrate one year of specialized experience, as follows: I have one year of specialized experience equivalent to the next lower grade level GS-09 or pay band in the federal service or equivalent experience in the private or public sector performing most or all of the following duties: Planning, designing, testing, maintenance, monitoring and management of Geographic Information System (GIS) projects, GIS software implementation and GIS data AND using information systems such as the Computer Aided Dispatch (CAD) system in support of the Common Operating Picture (COP). Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successfully completed a bachelor's degree in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields.
OR
A combination of education and experience with courses equivalent to a major in geography, or a related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields, plus the appropriate experience or additional education.

Additional Requirements: In lieu of specialized experience listed in the Qualifications section, applicants may qualify based on equivalent combination of education and experience, as follows:

Successfully completed a Ph.D. or equivalent doctoral degree.

OR

Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.

OR

A combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.
