About the Position: This position is with U.S. Army Mission and Installation Contracting Command Headquarters and will serve as Director of Contracting Operations (CONOPS) and the senior advisor to the Headquarters Mission and Installation Contraction Command (MICC) Senior Contracting Official (SCO), Commander and other key officials on all aspects related to planning and execution of Contract Operations and provides advice and guidance to headquarters staff elements and subordinate activities.

Duties

Serve as senior advisor to the Mission Installation Contracting Command Headquarters Senior Contracting Official (SCO). Participate in operational planning with top management and key operating officials to advise on the implications of proposed management decisions. Coordinate with all levels of the command to initiate expeditious and effective action to ensure crucial planning for implementation of new programs. Responsible for the development of command-wide programs and policy for application to enhance efficiencies and effectiveness of contract operations. Analyze programs and projects to evaluate effectiveness, to identify critical areas and anticipated impact on changes in requirements and resources. Perform personnel management duties such as making personnel selections and reviewing division chief selections for subordinate positions.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • This position requires occasional travel up to 25% of the time.
  • This position requires the incumbent to sign a written agreement to remain in Federal service in the position for at least three years to meet Critical Acquisition requirements.
  • This position requires the incumbent to obtain and maintain a Acquisition Corps (AC) Membership or have been granted a waiver. This position requires the incumbent to obtain and maintain a contracting warrant.
  • Position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
  • Position has been designated "Mission Essential" in the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: Specialized Experience: One year of specialized experience which includes: Executing and managing Acquisition policy and guidance in a large and complex geographically dispersed organization; Performing operational planning and execution of complex high dollar value contracts; Reviewing and Evaluating the effectiveness of Contracting Operations; Developing short and long range plans to accomplish the organization's goals; and Providing supervisory and managerial oversight to assigned personnel. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03). You will be evaluated on the basis of your level of competency in the following areas: Contract ManagementContracting/ProcurementLeadershipStrategic Thinking This is a High Level NH-04 in the AcqDemo Pay banding scale. This position is not subject to a salary control point as is eligible for the full NH-04 pay band The NH pay band covers grades 14/15 on the GS scale.
