You will serve as a SUPERVISORY PROGRAM ANALYST in the Career Management Department (PERS-4) of NMPC.

Duties

You will analyze and evaluate major administrative aspects of the Navy Enlisted Classification (NEC) system and requisition function for enlisted personnel Navy-wide. You will provide technical advice and assistance to the MCAs in matters essential to fleet manning and NEC usage. You will have knowledge of the Navy Enlisted Personnel Distribution System and Navy manning policies to execute and continuously improve fleet and unit enlisted personnel readiness. You will have knowledge of the NEC and Requisition sections, and the effectiveness of the enlisted placement process to identify solutions to placement, manning, readiness, NEC, and requisition generation issues. You will provide leadership, direction, technical guidance, and quality of life support for a workforce comprised of two GS-9, two GS-6, and three GS-05 employees, as well as 1 junior enlisted person. Directly supervises two GS-09 employees. You will apply complex fact finding, analytical and problem-solving methods, judgment, and knowledge of the Navy’s systems. You will make recommendations to the Branch Head and Deputy Branch Head, Division Director, and senior level experts outside of the command (OPNAV, MCA, TYCOM N-1s, PMO, BUPERS-3, NETC, and unit Commanding Officers). You will serve as a point of contact/command liaison for resolving difficult manning/NEC and requisition generation issues presented by unit Commanding Officers dealing with Surface, Aviation, Submarine, Shore, Specialized Placement and Rating. You will evaluate critical NEC manning issues and shortfalls to ensure the best solution to achieve the desired level of readiness for the Navy.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Evaluates training deficiencies for assigned courses in order to design alternatives and recommend solutions; 2) Develops, manages and executes project plans to completion on time and within budget and resource allocations; 3) Negotiating with senior management and outside agencies to accept and implement recommendations to ensure program achievement of goals and objective; and 4) Evaluates training courses to ensure they provide the knowledge, skills, and abilities required for personnel throughout the Navy.
