You will serve as a ENGINEERING TECHNICIAN in the PUBLIC WORKS Department of NAVFAC SOUTHWEST.

Duties

You will coordinate all phases of work (architectural, civil, structural, electrical, mechanical, piping, HVAC, fire alarm systems, hazardous waste and environmental remediation) to ensure timely completion of projects. You will ensure all aspects of projects including planning, safety, client coordination, scheduling, budget and project execution through in-house forces and support contracts are executed within budget and meets client needs. You will develop government cost estimates including labor, material, equipment and performance using computer estimating technology. You will review manufacturers data, engineering reports, product literature and other industry resources to determine applicability to various projects. You will participate in the pre-final and final inspection to identify completeness of work with the customer, service provider and Quality Assurance.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

If you are an outside applicant (i.e. you do not have current or prior federal competitive or excepted service), your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector: 1) Managing all aspects of projects including planning, safety, client coordination, scheduling, budget and project execution; 2) Fulfilling quality assurance responsibilities in monitoring effective and compliance of contractor's quality control program on assigned construction projects; 3) Developing government cost estimates including labor, material, equipment, and performance time using latest computer estimating technologies; and 4) Investigating engineering problems that may arise on construction contracts. If you are an applicant with current or prior federal competitive or excepted service, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector: 1) Providing guidance in mechanical, electrical, and civil construction management; 2) Incorporating customer requirements into technical documentation, including performance work statements, job plans and specifications, drawings and sketches, and detailed cost estimates; 3) Preparing, reading, and interpreting engineering drawings, schematic diagrams, and technical directives; and 4) Utilizing application software (i.e. AutoCAD, MAXIMO, MS Office Suite, MS Project, WINEST) to prepare estimates, drawings/sketches, narrative reports and schedules.
