The incumbent serves as a Project Manager located in Yellowstone National Park and provides professional engineering/architectural advice and guidance on the planning, design, construction, rehabilitation of existing or new structures and facilities. Projects support the implementation of NPS asset and management plans with the goal of improving visitor experience and restoring natural resources.

Duties

Initiate, establish, guide, and control multiple planning/design/construction projects from inception to completion. Guide projects from formulation and development through to completion that is within quality, budget and schedule. Responsible for overall project budget formulation and execution (planning/design/construction/exhibit cost estimates, financing procedures). Serve as primary park point of contact and provide technical guidance to an integrated professional team for completion of design and construction. Lead and coordinate park reviews and track implementation to insure project meets the needs of the park and park visitors. Represent the park interests in resolving technical, budget, and scheduling problems as needed and develop corrective actions to ensure successful project accomplishment. Prepare contract modifications, justification, independent government cost estimates, and records of negotiations. Serve as contracting officer's representative on design and construction projects. Coordinate multiple multi-discipline projects.

Qualifications

All qualifications must be met by the closing date of this announcement-10/16/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To qualify for this position at the GS-12 grade level, you must possess at least one of the following basic minimum qualifications AND the specialized experience (described below) by close of the announcement: YOU MUST SUBMIT ALL YOUR COLLEGE TRANSCRIPTS BASIC MINIMUM REQUIREMENT GS-801, 810, 830 Engineering: A. a bachelor's degree, or higher, in engineering. To be acceptable, the curriculum must: 1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or 2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: a) statics, dynamics; b) strength of materials (stress-strain relationships); c) fluid mechanics, hydraulics; d) thermodynamics; e) electrical fields and circuits; f) nature and properties of materials (relating particle and aggregate structure to properties); and g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. a combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1) Professional Registration or license - Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; 2) Written Test - Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico; 3) Specified Academic Courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A; or 4) Related Curriculum - Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.) GS-0808 Architect: A. a bachelor's or higher degree from an accredited college or university in architecture; or a related field that included 60 semester hours of course work in architecture or related disciplines, of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. OR B. possess a combination of education and experience, college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction of improvement of buildings. The adequacy of such background must be demonstrated by at least ONE of the following: 1) Related curriculum: A degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A. The curriculum for a degree in either architecture or architectural engineering covers function, aesthetics, site, structure economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. The courses required for a degree in architecture generally place emphasis upon planning, aesthetics, and materials and methods of construction, while the courses for an architectural engineering degree place equal or greater weight on the technical engineering aspects such as structural systems, mechanical systems, and the properties of materials. Because of this difference in emphasis, persons with degrees in architecture may have a preference for work assignments that offer greater opportunities for them to express their artistic and creative abilities. As a result, they may be more concerned with planning and design aspects of architecture, and persons with degrees in architectural engineering may be more engaged in aspects emphasizing technical engineering considerations; 2) Experience: an applicant lacking a degree in architecture must have had 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college course, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture. GS-0807 Landscape Architect: A. successfully completed a degree in landscape architecture or landscape design. OR B. a combination of education and experience. For each year short of graduation, you must have had 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. Qualifications Continued:
In addition to the basic education requirement, you must possess the following Specialized Experience.

Specialized Experience: at least one year of specialized experience equivalent to at least the GS-11 level in the Federal service. Examples of specialized experience include: Communication and problem-solving skills in negotiating, facilitating, motivating, persuading, problem identification and resolution, conflict resolution, anticipating and avoiding problems and providing leadership to accomplish work through others for design and construction projects. Technical knowledge and experience in the fields of Engineering, Landscape Architecture, Architecture, Civil Engineering and/or Mechanical Engineering with Project Management experience responsible for initiating, establishing, and controlling multiple complex design and construction projects from inception through completion and/or Mechanical Engineering in relation to construction projects, to include experience in reviewing plans and specifications, and performing work in support of complex design and construction projects from inception through completion.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
