As the Regional Collection Manager, you will report to the regional CI mission director and be part of the largest security agency in the government protecting America's trusted workforce and over 10,000 cleared defense companies. You will lead a team of special agents, collection management officers, and CI analysts to develop and execute regional collection plans to identify, assess, and disrupt foreign intelligence entity threats to defense technologies, supply chains, and cleared personnel.

Duties

As a INTELLIGENCE OPERATIONS SPECIALIST you will be responsible for the following duties: This position is located in a geographical regional office assigned to the Central Region, DCSA, DoD. As a Supervisor Intelligence Operations Specialist (referred to as Regional Collection Manager) you will be responsible for the following duties: - Serve as a Regional Collection Manager providing technical expertise, consulting and advisory services on CI matters and related disciplines in support of the CI Regional Mission Director. - Lead and supervise a team comprised of GG-13 CI Special Agents, Collection Management Officers, and contract intelligence analysts. - Plan, direct, develop, implement, and evaluate CI collections and CI functional services activities of assigned personnel. - Plan, develop, and execute CI regional collection plan against FIE efforts to acquire classified and sensitive information or defense technology from cleared industry. - Conduct training to educate DCSA CI Special Agents on DCSA CI collection requirements, priorities, policies, procedures, and best practices while facilitating synchronization of efforts amongst multiple agencies and intelligence disciplines. - Represent CI Regional Mission Director at multi-agency local and regional CI and counter-proliferation related working groups across the AOR. - Maintain liaison with law enforcement and Intelligence Community supervisors, Defense and National Intelligence Officers, senior intelligence analysts, and senior collection managers to coordinate national-level CI collection activities.

  • Incumbent must obtain and maintain a Top Secret (TS) security clearance with Sensitive Compartmented Information (SCI) access.
  • Incumbent must be or have been a credentialed CI Agent and graduate of a Department of Defense or Federal CI credentialing course.
  • This is a drug testing-designated position. Incumbent will be subject to random drug testing.
  • The incumbent will be required occasional or frequent TDY, and local travel.
  • Incumbent must possess the legal and personal qualifications to operate passenger-type motor vehicles.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GG/GS-13) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: -Utilizing understanding of the intelligence and operations cycle, requirements management, collection management, asset management, and intelligence community collection management processes, systems, and tools -Developing and maintaining highly collaborative relationships within the Intelligence Community -Possessing expertise in FIE targeting methodologies and intelligence oversight policies -Leading subordinates in collecting, analyzing, and disseminating counterintelligence (CI) and other threat intelligence to detect and disrupt FIE activities -Communicating complex ideas orally and in writing to gain acceptance of or agreement on controversial recommendations arising from CI activities -Utilizing understanding of the concepts, principles, practices, and techniques associated with intelligence, counterintelligence, law enforcement, human collection, and related disciplines Specifically you will be evaluated on the following competencies: Accountability - Holds self and others accountable for measurable high-quality, timely, and cost-effective results. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues Collection Operations - Develops and demonstrates operational knowledge of capabilities and accesses of the collection disciplines, strengths and weaknesses of specific technical sensors/platforms, and human sources in area of responsibility. Executes collection using appropriate collection strategies and within the priorities established through the collection management process. Collection Systems Capabilities - Gains and applies knowledge of capabilities, limitations, and accesses of the intelligence source disciplines, strengths and weaknesses of specific technical sensors/platforms, and human sources in area of responsibility. Knowledge of IC collection management processes, systems, and tools. Demonstrates knowledge of collection strategies, targeting, assessment and methodology, feedback, and source validation/vetting processes.

Substitution of education may not be used in lieu of specialized experience for this grade level.
