About the Position: Serves as Quality Assurance Specialist and Special Projects Officer for the Assistant Chief of Staff, G4 of the Joint Readiness Training Center (JRTC). Incumbent serves as the primary technical expert to the Assitant Chief of Staff (ACoS), G4 in all areas of Quality Assurance for the Preposition (PREPO) Vehicle Fleet Maintenance contracts and as a Special Projects Officer for new requirements.

Duties

Performs Quality Assurance surveillance over all areas of the Preposition (PREPO) Vehicle Fleet Maintenance Contract or other assigned contracts. Accomplishes a variety of liaison work, advisory and consultative duties that include attendance at meetings and conferences with key management personnel and personnel from higher echelon. Ensures evaluation method is systematic and equitable including methods for determining compliance or non-compliance with contract requirements. Identifies actual and potential conflicts in contract requirements and recommends modifications. Establishes a surveillance plan. Ensures Government property in contractor possession is properly maintained/controlled.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the ability to obtain and maintain Secret security clearance.
  • This position requires operation of a sedan or pickup truck for the purpose of travel to and from the contractor work sites. A valid stateside driver's license required.
  • May be assigned irregular hours. May be required to work odd hours, including weekends, and holidays.
  • A pre-employment physical is required.
  • A Financial Disclosure Statement is required (OGE-450).
  • May require the use of appropriate clothing/gear and observance of appropriate safety precautions.
  • This position has been designated as Mission Essential. In the event of severe weather conditions or other such emergency type situations, Mission Essential employees are required to report to work and/or remain at work as scheduled.
  • This position requires business travel/TDY up to 10% of the time.
  • This is a TERM appointment, not to exceed 13 months.
  • Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.

Specialized Experience: One year of specialized experience which includes 1) Utilizing established performance evaluation procedures and surveillance plans to evaluate contract requirements; 2) Analyzing quality data to detect unsatisfactory trends or weaknesses an provide recommendations; AND 3) Maintaining contact with contract personnel to ensure all functional tasks are effected. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Quality AssuranceSystems EvaluationTeamworkTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
