The Program Analyst serves as the Mental Health Patient Care Management Module Coordinator and performs clinic profiler related duties for the Mental Health Service Line. Works in collaboration with the Chief of Mental Health, Deputy Chief of Mental Health, Administrative Officer, Management & Program Analysis Officer, Providers, Nurses, MSAs, Clinic Profile Department, and other staff in assuring the management and accuracy of the provider panel data base and provider clinic profiles.
Duties
Major duties but are not limited to:
Manage inactivation list to include but not limited to deaths, potential inactivated patients, transfers, and dual assignments.
Electronically creates or modifies team and position setting, assigns provider user class based on verified credentials, links associated clinics.
Ensures maximum efficiency of the Mental Health clinic operations through appropriate utilization of resources.
Ensure accurate data is transferred and is reflected correctly in VHA Support Service Center (VSSC) for the Birmingham VA Healthcare System.
Provide assistance and technical level support from within the Mental Health Service or a comparable setting.
Serve as resource to clinical staff in troubleshooting of Vista, CPRS, and Mental Health Patient Care Management Module (PCMM) software applications associated with the Mental Health treatment area.
Assists in compiling requested statistical reports/data for Chief, Mental Health and Mental Health Leadership.
Ensures Mental Health Service is following facility, VISN, and National guidelines for clinic profile management.
Utilize VSSC Reports as a source of data concerning utilization, access, MCA stop code assignment, encounters, workload and other data measures.
Evaluates computer generated appointment types and determines appropriate assignments of appointment type on a timely basis.
Reviews documents and reports for completeness and enters pertinent information into an automated tracking system.
Works with Team Leaders and Clinic Managers to formulate and conduct training and orientation for all staff, providers, and clerks involved with MH PCMM and clinic profile management.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/19/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of management and program analysis rules, guidelines, regulations and precedents; applying data gathering methods, such as standard interviewing or surveying techniques; knowledge of the programs and functions of the healthcare delivery, types of patients treated in each ward or clinic, basic eligibility criteria and regulations governing admissions, discharges, transfers, deaths, authorized and unauthorized absence and missed opportunities to analyze data; utilizing a wide variety of software to include MH PCMM software, CPRS, VISTA , Excel, etc.; extract, correlate and analyze patient encounter and provider workload data and make recommendations to management; analyze and interpret complex data to recognize errors and deviations including database, spreadsheets and survey data; Automated Management Information System (AMIS) reporting system; scheduling, clinic profiles, ambulatory data capture, workload, billing, DSS(MCA) identifiers, ACA principles; insurance intake processes, medical billing programs; scheduling packages and ambulatory data capture applications, other non-related packages interfacing with the ambulatory data capture program (lab, radiology, surgery, event capture, TIU, etc.), file man, and other applications pertinent to outpatient clinic profile management and data collection.

To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, and carrying of light items like papers or books. No special physical demands are required to perform the work
