This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The incumbent will serve as a Wildlife Biologist at DPW (Directorate of Public Works) in Fort Riley, KS.
Duties
Coordinate the implementation of a comprehensive management program with emphasis on data development and conservation policies regarding endangered species on the installation.
Collect and analyze data regarding endangered species occurrences and other required information using established and novel biological survey techniques.
Conduct natural resources conservation and environmental education training to personnel.
Serve as a member of a fire crew assigned to implement prescribed fire plans and suppress wildland fires.
Conduct biological surveys to estimate populations and evaluate habitat needs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Tour of duty includes unusually long and irregular hours including split shifts, weekends, and nights.
- Must acquire a CDL within the first year of employment. This is a drug testing position.
- State Motor Vehicle Operator (MVO) license required and government license required - both must be obtained within the first year of employment.
- Red Card fire certification required. Must be obtained within the first year of employment.
- Recruitment/Relocation/Retention Incentive may be authorized.
- Defense National Relocation Program will NOT be authorized.
- The work requires considerable physical exertion such as long periods of standing; walking over rough, muddy, uneven, swampy, or hilly terrain; recurring periods of bending, crouching, stooping, stretching, or similar activities.
- Pre-employment physical required.
- Recurring lifting of moderately heavy items weighing 50 pounds or more.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for the Wildlife Biologist must be met first:
Degree: biological science that included:
At least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; and
At least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (Excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); and
At least 9 semester hours in botany or the related plant sciences.
OR
Combination of education and experience: equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) Assess impacts from military training, construction, and other activities that potentially affect endangered species and other wildlife habitats; 2). Conduct biological studies regarding wildlife species to evaluate habitats and estimate populations; and 3). Develop habitat management programs to survey protocols.

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Wildlife Biology
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
