In this position you will serve as Chief of Projects, Civil Engineer Branch, exercising technical direction to others and providing a broad range of engineering expertise across multiple disciplines that directly support maintenance and construction efforts that ensure the continued sustainment of the AF Plant 42 Common Area pavements.

For additional information on direct hire opportunities with the Air Force please click here. Exercise supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets, and adjusts short/long-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Performs planning and design work for substantial multi-phase new construction, renovation, and improvement projects for a variety of real property facilities, including utility systems, utilizing a professional knowledge of civil engineering. Serves as consulting engineer on all design aspects of assigned projects. Provides professional consultations on a broad range of difficult civil engineering issues and problems. Provides advice to requesting organizations. Coordinates the preparation of and reviews A&E statements of work (SOW). Provides criteria and standards for specialized, difficult, or unusual requirements. Reviews preliminary and final engineering plans, specifications, and cost estimates of A&E firms or other design agencies to ensure design excellence and compliance with specifications. Coordinate projects with other engineers in a variety of disciplines, architects, and planners as well as contracting officers, mission partner organization representatives and construction agents such as from private contracting companies, Army Corps of Engineers, and the AF Civil Engineer Center. Keeps abreast of emerging technologies to ensure programmed development will not prematurely become obsolete. Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.

Requirements

  • Up to 60% telework possible (must reside in the local area)
  • Security clearance requirements are based upon actual position being filled.
  • Locations are not negotiable. The actual duty locations available may be located on the Air Force Civilian Service website.
  • Random drug testing may be required depending upon the position being filled.
  • 3 years’ experience in supervisory or leadership positions.
  • This position MAY be eligible for a recruitment/relocation incentive. Specifics will be discussed with the Selecting Official.
  • 3 years’ experience working within an Air Force Civil Engineering organization (or equivalent Department of Defense organization).
  • Fundamentals of Engineering or Engineer in Training certification desired
  • Effective in facilitating conflict resolution in the workplace.
  • Experience in Project/Construction Management including generating Statements of Work, Individual Government Estimate (IGE), Request for Proposals, and technical evaluations for projects.
  • Highly effective communication skills, oral and written, at the senior executive level.
  • Position may serve as Civil Engineer Branch Chief during their absence; experience serving as Base Civil Engineer or Deputy Base Civil Engineer highly desired

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03 or equivalent to GS-11 in the Federal Service. Specialized experiences is exercising technical direction to others and providing a broad range of engineering expertise across multiple disciplines that directly support maintenance and construction efforts that ensure the continued sustainment of the AF Plant 42 Common Area pavements, infrastructure and facilities; includes project identification, estimating, planning, programming and execution, environmental and design review, construction management and support of contracted activities. KNOWLEDGE SKILLS AND ABILITIES 1. Professional knowledge of a broad range of civil engineering concepts, principles, and practices and extensive familiarity with other engineering disciplines and architecture. 2. Knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; knowledge of standard contracting regulations, practices, and procedures; knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders; knowledge of environmental principles, practices, procedures, laws, regulations, and current legislative issues; and knowledge of work classifications and the regulatory and statutory restrictions on the expenditures of appropriated funds. 3. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions; and knowledge of program planning and budgeting cycles, financial control and budget systems, and management. 4. Ability to plan, conduct, and record site/facility surveys and inspections. 5. Ability to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions. 6. Ability to plan and organize work and coordinate the work of other engineering disciplines and architects; and to communicate effectively both orally and in writing and maintain good working relations.

Education

1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
