The Licensed Marriage and Family Therapist (LMFT) Reproductive Health Program Manager oversees the administrative and clinical aspects of all the programs which fall under the Women's Health Reproductive Health Program. The goal of the program is to ensure women Veterans have access to optimal reproductive health services across the life cycle.
Duties
The LMFT Reproductive Health Program Manager has the responsibility for coordinating interdisciplinary staffing, work assignments, treatment services provided, and eligibility criteria of the programs. The LMFT Reproductive Health Program Manager serves as the primary supervisor for the program planning, establishing, and implementing policies and procedures, developing individual or group goals and objectives as well as monitoring, operating, evaluating, coordinating, and overseeing most staff of the Reproductive Health programs. The incumbent will conduct ongoing intensive reviews and appraisals to ensure the accomplishment of objectives and adherence to standards set by governing bodies. The incumbent will also provide direct clinical services within the Reproductive Health programming. Some of the duties include, but are not limited to;
Responsible for developing, implementing, and maintaining program policy and procedures for the treatment and coordination of Veterans that meet VA, Joint Commission, OIG and CARF standards for assigned programs.
Must have the ability to recognize internal and external conditions and influences, including VA/VHA mandates and programs that require the establishment of new or revised management policies, standards, and procedures including the skill to design and develop the tools necessary to cope with varied situations.
Supervises direct reports performing work within the Reproductive Health program.
Provides administrative, technical, and clinical supervision necessary for accomplishing the work of the units.
Performs administrative and program coordination with multi-objective programs consisting of treatment, training, and education ensuring that services are provided in a timely, comprehensive, and coordinated manner.
Provide ongoing comprehensive psychosocial services to Veterans and their families who have complex reproductive health related medical or psychiatric problems when needed for coverage or times of increased workload.
Must be skillful in approaching individuals or groups to achieve program objectives such as gaining compliance with established policies and regulations.
Develops and implements information systems to track service activities including visits, referrals, use of medical -center resources, patient demographics, resources utilization, and patient satisfaction.
Manages quality control and evaluation of services provided, utilizing both professional review and statistical outcome measures.
A substantial portion of the workload directed by this position will be carried out at one or more locations that are physically removed from the main unit under conditions that make day-to-day supervision difficult to administer.
Other duties as assigned.
Work Schedule: The primary tour of duty will be M-F 8am to 4:30pm. However, the selectee may also be required to work various shifts on a permanent or temporary basis, based on the needs of the service and patient care.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/19/2023.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Candidates must meet one of the following: (1) Hold a master's degree or doctoral degree in marriage and family therapy from a program approved by COAMFTE, OR (2) Hold a master's degree or doctoral degree in marriage and family therapy from a MFT program from a regionally accredited institution, OR (3) Hold a master's degree or doctoral degree in a comparable mental health degree (Licensed Professional Mental Health Counselor, Social Work, Psychiatric Nursing, Psychology, and Psychiatry) that meets the current VA qualification standard of that profession.
Licensure: Persons hired or reassigned to MFT positions in the GS-0101 series in VHA must hold a full, current, and unrestricted MFT license to independently practice marriage and family therapy in a State.
English Language Proficiency: MFTs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3j.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). All persons employed in VHA as a MFT on the effective date of this qualification standard are considered to have met all qualification requirements for the grade held, including positive education that is part of the basic requirements of the occupation. For employees who do not meet all the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
Such employees may be reassigned, promoted up to and including the full performance (journey) level, demoted, but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions.
MFTs who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard.
Employees who are retained as a MFT under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry as a MFT.
Grade Determinations: Marriage and Family Therapist (Program Manager), GS-13
Experience, Education, and Licensure: In addition to the basic requirements, completion of one year of progressively responsible assignments and experience equivalent to that equivalent to the GS-12 grade level which demonstrates knowledge, skills, and abilities that are directly related to the specific assignment. MFT Program Manager must have graduated from a COAMFTE approved program OR have passed the AMFTRB examination. MFT Program Manager must have five years of post- licensed clinical experience in family systems theory/therapy and must demonstrate possession of advanced practice skills and judgment, demonstrating progressive professional competency and expertise. MFT Program Manager must have an AAMFT Approved Supervisor credential.
Preferred Experience: Those candidates with advanced knowledge and mastery with prenatal and reproductive health program development, Women's Heath reproductive health policy implementation and procedures, in accordance with National VA Women's Health Directive 1330.01 are highly preferred.

Physical Requirements: The work is primarily sedentary. Light lifting (under 15 pounds), Walking (up to 2 hours), Hearing (aid permitted), emotional/mental stability.

(2) Hold a master's degree or doctoral degree in marriage and family therapy from a MFT program from a regionally accredited institution, OR
(3) Hold a master's degree or doctoral degree in a comparable mental health degree (Licensed Professional Mental Health Counselor, Social Work, Psychiatric Nursing, Psychology, and Psychiatry) that meets the current VA qualification standard of that profession.
