About the Position: This is a Engineering Technician (Civil), GS-0802-12 position with the U.S. Army Corps of Engineers, Northwestern Division (NWD), Omaha District, Construction Division.

Duties

Responsible for contract administration, quality assurance, and surveillance of construction projects Provide advice and technical assistance based on contract documents in regards to accepting or rejecting work. Assist lower grade employees with quality assurance reports to ensure they are complete and up to date and monitors the quality of products and services provided by lower graded employees. Provide oversight and inspection of construction operations to ensure proper quality and quantity of material and equipment, workmanship, adequacy of contractors’ methods, procedures, and operations. Confer with local Government officials, individuals, and representatives of private concerns affected by the project, such as acquisition of right-of-way, borrow areas, problems pertinent to relocation of railroads, sewers, and communications. Review and analyze plans and specifications, drawings, designs, site conditions, and proposed construction schedules to determine and recommend action necessary to correct deficiencies through modification of the contract. Act as Contracting Officer's Representative on multiple projects, reviewing the adequacy of contract administration documents, and providing signature authority on correspondence, requests for information, submittals and payment estimates.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The incumbent must be able to obtain and maintain a determination of eligibility for a Non-Critical Sensitive with Secret access security clearance for the duration of employment in this position.
  • Incumbent must be able to obtain and maintain a state issued driver’s license.
  • Incumbent must be physically able to operate the motor vehicle without danger to self or to others. Serves as an incidental motor vehicle operator. Usually drives 1 to 4 hours at a time and occasionally up to 7 hours.
  • Employee must be physically able to operate the motor vehicle without danger to self or to others.

Qualifications

Position may be filled as a temporary promotion NTE 1 year by a current permanent Army employee, may be extended up to a maximum of five years or made permanent without further competition. For current permanent Army employees with competitive status (tenure 1 or 2), return rights will be negotiated prior to being placed in the temporary assignment. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes: 1.) Interpreting contract plans and specifications; AND 2.) Researching solutions to technical issues based on contract requirements; AND 3.) Negotiating construction contract modifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
