The New Mexico VA Healthcare Network is recruiting for a Supervisory Social Worker assigned to Housing and Urban Development /VA Supportive Housing (HUD-VASH). The Supervisory HUD-VASH Social Worker is responsible for overseeing all aspects of the Supervisory HUD-VASH program with Veterans assigned to them in the Albuquerque area and for reviewing agreements between Section 8, landlords, Public Housing Authorities and the VA in establishing appropriate referral sites for HUD-VASH placements.

The Incumbent adheres to the National Association of Social Worker (NASW) Code of Ethics.
As the HUD-VASH Supervisor, the incumbent assists in planning, establishing, and implementing policies and procedures. The incumbent ensures the social work staff under their leadership are aware of and adhere to all current directives of VHA and meet current Joint Commission as well as Commission on Accreditation of Rehabilitation Facilities (CARF) standards, state licensure standards, and VA_OIG expectations.
The HUD-VASH Supervisor will collaborate with services that are provided in healthcare settings and in the Community. The incumbent has responsibilities for oversight of the HUD-VASH staff and their responsibilities include coordination and development of VA and community-based services and provision of or coordination of the VA's intensive case management services to those Veterans utilizing the HUD-VASH housing vouchers.
The HUD-VASH Supervisor will serve in the capacity of the HUD-VASH Program Supervisor in their absence.
The major duties and responsibilities HUD-VASH Social Worker includes but are not limited to:
Performs site visits of HUD-VASH apartments to ensure that veterans reside in safe environments in compliance with local housing codes; verifies the veteran's status, eligibility for VA medical care, and eligibility of program participation.
Coordinates care including serving as an advocate on behalf of the veterans to ensure comprehensive service delivery, and linking and referring veterans to the CBOC, VA Medical Center, VA Regional Offices and/or community agencies.
Participates in the HUD-VASH Program conference calls and attends training offered by the HUD-VASH; responsible for developing and administering local policy and procedures for the HUD-VASH Program.
Maintains policies and documentation as required for CARF and JCAHO accreditation; responsible for collecting an submitting HUD-VASH Program participant data as outlined by NEPEC evaluation procedures to the HUD-VASH Program Coordinator.
Participates in program planning and development, advising the supervisor and team lead of shifting trends with caseloads and identifying the need for and making recommendations on program procedure or policy changes based upon work experiences.
Performs accountability functions: 1) document all contacts with patients/families in the medical charts; 2) completes statistical, administrative, staffing studies and other reports in accordance with VA Medical Center and respective professional discipline service policies; 3) Documents all status updates in the Homeless Operations Management and Evaluation System (HOMES).
Provide wellness/prevention education and facilitate Patient/family support groups as appropriate; coordinate treatment and communicate with the care lines to facilitate continuity of care for Veterans.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a Master of Social Work.
Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
GS-12:
Experience/Education: The candidate must have at least two years of experience post advanced practice clinical licensure and should be in a specialized area of social work practice of which, one year must be equivalent to the GS-11 grade level.
Senior social workers have experience that demonstrates possession of advanced practice skills and judgment. Senior social workers are experts in their specialized area of practice. Senior social workers may have certification or other post-masters training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship or equivalent supervised professional experience in a specialty.
Licensure/Certification: Senior social workers must be licensed or certified by a state at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills, and Abilities:
In addition to the experience above, the candidate must demonstrate all of the following KSAs:
(a) Ability to independently organize work, set priorities, and meet multiple deadlines.
(b) Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
(c) Ability to ensure provision of clinical social work services.
(d) Ability to provide staff training and development.
(e) Skill in interpersonal relationships in dealing with employees, team leaders, and managers.
