The position is located in the Office of the Under Secretary of Defense for Acquisition & Sustainment(OUSD(A&S)). The USD(A&S) is the principal advisor to the Secretary of Defense on all matters regarding acquisition and sustainment of the capability to the Warfighter. The Office of the Executive Director, Joint Rapid Acquisition Cell (JRAC) coordinates urgent and emergent acquisitions to meet the needs of combatant commanders and interagency partners.

Duties

This Public Notice is to gather applications which may or may not result in a referral or selection. This position is being filled under Direct Hire Authority (DHA) in accordance with Section 9905, Per 3. Covered Positions c. Direct Hire Authority for Certain Personnel of the Department of Defense, Title 5, USD (P&R) memo of June 23, 2023. Please read this Public Notice in its entirety prior to submitting your application for consideration. Incumbents typical work assignments may include the following: Assists the Warfighter Senior Integration Group Portfolio Manager in coordinating successful delivery of material solutions associated with the Warfighter Senior Integration Group's (SIG) direction to Warfighters engaged in contingency operations. Provides analyses to support solutions for Joint Rapid Acquisition Cell (JRAC) Executive Director's approval related to cost, schedule, and performance. Assists in the execution of authorities described under DoD Directive 5000.71 and prioritize direct actions to meet urgent requirements and to integrate department wide efforts to manage the institutional response to operational surprise. Engages on behalf of the JRAC with Combatant Command Staff and Joint Staff personnel to monitor activities of Functional Capabilities Boards, the Joint Capabilities Board, and the Joint Requirements Oversight Council concerning emerging Warfighter SIG issues. Prepares, analyzes, and supports Warfighter SIG issues to resolution, through management of the Overarching Integrated Product Teams (OIPT) structure and solution sponsor's cost, schedule, and performance related to Joint Capabilities Integration and Development System and Deputy Secretary of Defense directed milestones.

  • This position may require travel away from your normal duty station on military or commercial aircraft.
  • This position requires you to submit a Confidential Financial Disclosure Form (OGE 450) upon appointment.
  • This position requires a Program Management, Level 2 Practitioner acquisition certification. You will have 60 months to achieve this certification.
  • Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years.
  • This position is telework eligible for telework on a situational or ad hoc basis.
  • Overtime is NOT authorized for this position

Coordinate with a diverse group of technical teams, federal agencies and/or geographically dispersed teams in the planning, directing, and/or supporting delivery of requirements or capabilities to the Warfighter. Apply knowledge of military force structures, air and sea deployment planning and operations, and/or military planning techniques and plan development to support the delivery of capabilities to the Warfighter. Support and provide analysis in the execution of portfolio management, acquisition programs, and policy development for the warfighter. (Experience must be reflected in resume) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualifications and education requirements must be met by the closing date of this announcement and clearly documented in your resume.
