THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a BUSINESS MANAGER, Position Description Number D0976000 and is part of the CO CFMO, National Guard. The primary purpose of this position is to analyze and direct supply, service, and/or construction contract programs characterized by high dollar costs and extending over long time periods.

Duties

Plans, organizes, directs, controls and reviews the full spectrum of complex purchasing and contracting operations and resources; to assure that all required services and materials are acquired for new and existing ARNG facilities and programs in a timely manner and in accordance with applicable laws and regulations. Analyzes and oversees the full range of contract management duties for pre-award through post-award and contract close-out. Prepares for, conducts or attends numerous meetings with high-level officials throughout all phases of assignments. Serves as the CFMO's principal authority in all contracting matters and advises the CFMO and other senior officials and staff on procurement matters concerning current and future plans regarding complex contracts and their effect on long term projects and programs. Administers, plans, coordinates, and directs the activities of subordinate personnel. Oversees day-to-day operations for the CFMO and acts as a liaison between both State and Federal Human Resource Office's. Responsible for tracking and ensuring all personnel actions take place. Oversees all logistical requirements for the CFMO. Performs other duties as assigned.

Requirements

• Selectee will be required to wear the military uniform.
• Membership in the Colorado Army National Guard.
• Must hold the grade of E-8 thru O-3.
• Submit all required documentation.
• May be required to successfully complete a probationary period.
• Participation in direct deposit is mandatory.
• For positions requiring the operation for motor vehicle, candidates must have a valid state driver's license for the state in which they live or are principally employed.
• For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

Qualifications

Military Grades: E-8 thru O-3 1. Specialized experience will be used to determine qualifications for the announced position. 2. An applicants RESUME must provide, in detail, how they meet each specialized experience listed below. 3. It must be documented with "from (mm/yy)" and "to (mm/yy)" dates and description of the specialized experience. 4. If education or a degree is required as part of the "Specialized Experience", you must include transcripts. DO NOT copy each bullet listed below word for word and place into your resume; you must describe your personal experience as it pertains to each bullet. You will be immediately disqualified if you fail to include specialized experience in your resume. Must have at least 36 months of Specialized Experience in each of the following: 1. Program or managerial experience in a type of work or a combination of functions directly related to the business or industry position to be filled or in comparable work or functions. 2. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. 3. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. 4. Experience preparing written communications and oral presentations. 5. Experience in managing the function of the work to be performed. 6. Experience which includes leading, directing and assigning work of personnel.

Education

Substitution of Education for Specialized Experience - Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets 6 months Specialized Experience.
