The Hopi Health Care Center is a Critical Access Hospital providing ambulatory, emergency and inpatient services located in Polacca, Arizona. The incumbent oversees a full range of contract administrative functions required and provides technical assistance as a Contracting Officers Representative (COR) with assisting the Service Unit in the responsibility for inspection, review, and verification of contractors' work efforts, reports, plans and invoices for the organization's contracts.

Duties

Serves as the organization's Management Analyst (Contracting Officer's Representative-COR) for program functional areas. Serves as the technical liaison between the contractors and the Phoenix Area Office Contracting Officer. Monitors, reviews, and determines whether the contractors' performance is in compliance with terms and conditions of the contract specifications and inspects all work for full compliance with contract requirements. Provides advice and technical support services to requiring activities, contracting office, and other contract administration personnel on the status of contract performance. Initiates corrective action ensuring all defects and omissions are corrected or completed and that the contractor provides formal proposals for contemplated changes. Maintains effective surveillance of the contracts for compliance with the Quality Assurance Surveillance Plan (QASP) and initiates changes in surveillance methods. Performs inspection of delivered supplies or services and certifies receipts for payment purposes. Evaluates monthly cost data on a quantitative and qualitative basis to include trends and projections if appropriate. Serves as the organization's primary expert on any matters regarding acceptability of contractor completed work. Maintains contract file system from development, pre-award, post-award, and termination or closure. Maintains a file for each assigned contract to include specific material, i.e. letter of designation, documentation of COR duties/responsibilities, COR appointment letter, complete copy for the contract, Quality Control Plan (QCP), Quality Assurance Surveillance Plan (QASP), COR nomination, appointment, and termination memos, all orders and contract modifications. Prepares and maintains technical and administrative reports on contractor's performance, violations and deficiencies noted and submits monthly reports to the Contracting Officer. Ensures and provides technician assistance in determining that Government furnished Property (GFP) and Contractor Acquired Property (CAP) under the contract is properly maintained in satisfactory condition and that it is used to its designed intent. Points out inadequate procedures. Coordinates action in response to contractor's request for use or revision of existing equipment and facilities belonging to the Government and relates to management. Maintains effective working relationships in the assigned functional areas. Provides contract and management personnel with interpretation and explanation of specifications, requirements, and terms and conditions as they relate to the contract. Serves as the point of contact between the contractor and customer. Holds informal and formal meetings to discuss issues as they relate to contract performance. Identifies causes of problems and recommends corrective action. Recommends changes to increase the efficiency of support provided customers. Reviews, interprets and applies guidance described in regulations and publications related to contract operations. Interprets, formulates and disseminates technical guidance relative to performance, utilization, operation and maintenance functions including reporting requirements.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFCIATIONS, GS-07: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-05 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: Basic research experience with analysis and evaluation of work processes and policies, management practices and work operation of service contracts and statements of work performed, invoices and auditing for compliance for payments. OR Completion of one (1) year of graduate-level education or superior academic achievement (SAA) in a field that is directly related to the work of this position (see below for SAA): Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision and based on completed courses. Grade-point average (G.P.A.) - Applicants must have a G.P.A. of: a.) 3.0 or higher out of a possible 4.0 (''B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or b.) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Election to membership in a national scholastic honor society - Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed here Association of College Honor Societies. Official transcripts may be required after tentative selection and prior to issuing an official job offer. MINIMUM QUALIFICATIONS, GS-09: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-07 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: Performing recurring or developmental assignments involving the use of formal advertising or basic negotiation procedures; analyzing contract provisions and recommending termination or modification of purchase orders and/or contracts; investigating complaints by reconstructing and reconciling incomplete information. OR Completed a master's or equivalent graduate degree or 2 full years (36 semester hours) of progressively higher level graduate education leading to such a degree, such education must be in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management or LL.B. or J.D., if related. OR Combination of education and experience that when combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify for this GS-09 grade level. Note: You must provide copies of your graduate transcripts. You must meet all qualification requirements by the closing date of the announcement.
