This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as the Deputy Housing Division Chief and the Housing Services Office (HSO) Manager at a large or medium multi-mission installation within the Installation Management Command (IMCOM).

Duties

Provides oversight for major construction and execution of the Community Development Management Plan (CDMP). Leads asset management staff in collaboration, negotiation and obtains approvals relating to proposed and future modifications to the CDMP with the Partnership/ LLC and the installation board of directors (BOD). Interfaces with the Regional and Department of the Army level RCI Program Manager and Portfolio and Asset Management (PAM) staff on major decisions, reporting requirements, senior official briefings, and site visits. Formulates long-range personnel and work plans to justify contract and management support of the Army Barracks Management Program, furnishings, HSO, barracks construction, major renovations, and facility maintenance programs. Develops overall housing management plans to support unaccompanied personnel housing, Army Barracks Management Program, contract management, budget, and Housing Services Office (HSO)/off-post private rental and furnishings management.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Managing and/or coordinating housing management programs/projects in areas such as advising on matters relating to the operation, maintenance, and/or utilization of housing assets, and analyzing problems in housing management to recommend solutions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
