This position is located in the Finance Section of the Rosebud IHS Hospital in Rosebud, SD. The incumbent performs a specified portion or portions of the full range of budget analysis assignments.
Duties
Performs a variety of budget analysis functions in assigned areas.
Provides support to managers and program staff in the budget formulation process by researching and compiling background and historical data.
Prepares reoccurring and special reports and presentation materials that document and explain the status of funds, expenses, and obligations.
Reviews agency and office budget submissions and obligating documents for reasonableness, accuracy, and conformance with procedures and guidelines.
Maintains complex databases, register, and other accounting/tracking systems to monitor and track obligations, expenditures, and the flow of funds.
Qualifications

You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS:
GS-9: One (1) year of specialized experience equivalent to at least the GS-07 grade level AND/OR Master's or equivalent graduate degree
OR
Two (2) full years of progressively higher level graduate education leading to such a degree
OR
LL.B. or J.D., if related.
GS-11: One (1) year of specialized experience equivalent to at least the GS-09 grade level AND/OR Ph.D. or equivalent doctoral degree
OR
Three (3) full years of progressively higher level graduate education leading to such a degree
OR
LL.M., if related
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
GS-09: prepares budget estimates, provides financial management assistance to staff on department and program budgets, monitors effective fund control per policies and procedures, monitors and tracks budget expenditures, researches and tracks financial obligations, creates reports using an automated financial data system, analyze expenditures, reconcile discrepancies, recommends solutions to improve financial procedures.
GS-11: prepares and presents budget plans to management, maintaining effective fund control policies and procedures, ensures fund availability for the processing of obligating documents, perform regular analysis of obligations and expenditures to ensure required limitations are observed, to identify cost trends, and to assist in the development and allocation of funds.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
