About the Position: Serves as Senior Analyst responsible for a variety of technical and lead analyst duties to include financial, budget and management analyst support functions, coordinating the district Annual Operating Budget and Manpower Program, assigning work to team members, serving as technical lead for lower grade branch employees, and assisting with on-the-job training of new or less experienced branch employees.
Duties
Serve as coach and facilitator in coordinating team initiatives and in consensus building among team members.
Lead team in development of Operating budget strategies and methodologies to be applied, develop schedules for each task, monitor work progress, train team members as needed, resolve technical conflicts within the team, and reallocate resources.
Provide budgetary, manpower and financial advice and guidance to analysts and managers engaged in mission execution, particularly in the technical offices.
Advise program managers and others on the status and availability of funds, in accordance with statutory and regulatory guidance and policy.
Review funding documents for accuracy and completeness, and process acceptances.
Monitor, review, and aid in distributions of shop and facility revolving fund accounts in order to meet nominal balance requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain Financial Management Level 2 certification within required time limits and comply with all DoD and Department of the Army requirements of this certification.

GS-12 Specialized Experience: One year of specialized experience which includes applying analytical, technical, and advisory functions to conduct a comprehensive analysis of operating budgets, manpower requirements, and financial management administration; scheduling and coordinating staff efforts to produce integrated budget and manpower plans, program, and reports; guiding the preparation of operational budgets, funding requests, and manpower requirements; and directing the preparation of Schedules of Obligations and Expenditures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time-in-Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
