The Program Support Assistant Position is assigned to the office of the Deputy Chief of Staff (Med/Surg and Diagnostics), Leavenworth Division, and is responsible for a variety of daily operations and tasks in support of operations with the Primary Care, Acute Care, Surgery and Diagnostics (Lab and Radiology) section of the Leavenworth division for the VA Eastern Kansas Health Care.
Duties
Major duties of this position include but are not limited to:
Coordinate with respective clinical section Chiefs and Supervisory Administrative Officer to request all new contracts or existing contract modifications; this will include contracts for both goods and services, most of which are critical in nature and have a direct impact on delivery of patient care.
Submit all necessary documentation to VISN 15 Network Contracting Office and track completion.
Responsible for monitoring the contract for correct expenditures for the use of monetary and personnel resources, working in collaboration with other departments, including fiscal to ensure work is performed within the scope of contract and payment.
Serves as the Contract Office Representative (COR) and completes mandatory and ongoing training to serve in this capacity. Monitors training requirements as assigned in the Talent Management System (TMS) or any other format.
Perform as the clinical training coordinator, for the assigned service(s) under the Office of the Deputy Chief of Staff (Med/Surg and Diagnostics). Ensuring all new clinical employees are schedule for their service orientation, through knowledge of functions, practices, procedures, analysis of trends, review of programs, policies and objective of the service and organization, and identifies training needs within the clinical areas.
Conduct annual assessment of clinical staff training needs and prepares regular training sessions based on identified needs.
Maintain records of all such training activities for reporting purposes, monitors effectiveness of clinical training programs using a wide variety of quality assurance methods, recommends changes as indicated, and coordinates all aspects of training programs utilizing external resources.
Establish and maintain Competency Folders; ensuring folder contain appropriate contents (e.g., CARF, Joint Commission, competency standards, mandatory training, age-specific requirements, and licensure/registrations).
Implements, establish, and monitor the filing systems for documents, pending actions, and complete action.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/20/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-05 Specialized Experience/Education: In applying for the GS-05: Do you have one (1) year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization.
Examples of specialized experience/education includes but is not limited to the following description:
Provide clerical and administrative support in the office,
Able to research and review available records/documents and piece together pertinent information from a variety of sources,
OR,
Education Substitution: Applicants may substitute education for the required experience. To qualify based on education you must have:
4 years above high school;
OR,
Combining Education & Experience: Applicants may also combine education and specialized experience to qualify at this level. You must have a combination of specialized experience and education beyond a high school diploma.
GS-06 Grade Level: In applying for the GS-06: Do you have one (1) year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization.
Examples of specialized experience includes but is not limited to the following description:
Provide administrative support such as collecting, compiling, and tracking data and information,
Conduct annual assessment of clinical staff training needs, and prepare regular training sessions based on identified needs,
Knowledge of software applications such as word processing, spreadsheet, electronic mail, desktop publishing, calendars, and/or graphics.
Please note: There is no educational substitution for the GS-06 grade level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primary sedentary although some slight physical effort may be required, such as light lifting and carrying (under 15 pounds), use of fingers, walking (2 hours per day), standing (2 hours per day), hearing (aid permitted).
This work is performed in an office setting but requires frequent daily visit to a variety of offices, inpatient units, outpatient clinics, laboratory, radiology, and emergency department. Occasional travel between the Topeka and Leavenworth campuses may be required in support of health care system needs and/or the VISN 15 Network Office may be required.
