About the Position: This position is expected to be the HR Subject Matter Expert with a diverse background in Government civilian personnel and manpower programs. If selected, the opportunity to obtain HR certifications such as the Professional in HR (PHR) or Senior Professional in HR (SPHR) will be encouraged as we build a professional HR Team with leadership in place capable of educating and training our workforce. Technical knowledge of HR to include U.S. Laws and Regulations is expected.

Duties

Formulate and administer activity strategic human capital management plans, programs and goals. Provide medical center policy interpretation, professional leadership, and technical guidance in all areas of personnel and manpower management. Develop, implement, and provide internal personnel/manpower management policy and guidance for use by supported organizational proponents and staff members assigned. Provide staff leadership and guidance to the functional chiefs, staff elements and subordinate organizations in the medical center assuring the development and implementation of progressive and innovative personnel/manpower management programs. Provides Human Capital management for the recruitment, retention, and utilization of a highly qualified work force. Serve as senior advisor and manager of the Medical Center’s initiatives concerning Human Capital, Appraisal Program, Voluntary Early Separation Authority, Civilian and Military Personnel Management Policies, and Workplace Violence Prevention Program. Plan and assign work through subordinate supervisors based on priorities, difficulty of assignments, and the capabilities of employees.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

Specialized Experience: One year of specialized experience which includes: assisting with the development and implementation of personnel and/or manpower management programs utilizing systems such as Defense Personnel Management Appraisal Program (DPMAP), Civilian Personnel Online (CPOL), and AutoNOA; participating in resource and funding negotiation to support program operations; supporting administrative functions such as total force requirements determination, workload analysis, Civilian Human Resources, military manpower, personnel management, contract review, logistics, personnel security, background checks, and budgeting; and supervising and evaluating work of subordinates. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Human Capital ManagementLeadershipOrganizational AwarenessPersonnel and Human Resources Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
