You will serve as a Financial Management Analyst at the GG-09 grade level for the Naval Information Force Reserve under supervision of the N4 Supply Officer.

Duties

You will assist in the formulation of budget and estimates to support plans, programs and activities. You will review and evaluate budget requests and control/report obligations and expenditures. You will development, determine, and interpret budgetary policies and practices. You will provide information about, and interpret standard organizational budgetary, accounting, or financial administrative procedures, practices, and regulations. You will research guides to locate accounting, budgetary, and financial information and prepare summaries for use by managers. You will perform specialized work involving managerial or administrative work in connection with accounting systems; analytical, forecasting, and interpretive functions associated with the management and control of resources or funds. You will track and control funds for special programs. You will perform analytical or program work pertaining to payroll, cash control, or benefit systems.

Requirements

• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
• You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
• Males born after 12-31-59 must be registered for Selective Service.
• This position may require a 2-year DCIPS Trial Period.
• This position may require a Polygraph Examination.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS/GG-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: Assisting with the formulation of budget and estimates to support command plans, programs, and activities. Assisting with reviewing and evaluating budget requests. Assisting with the control and reporting of obligations and expenditures. Assisting with interpreting standard organizational budgetary, accounting, or financial administrative procedures, practices, and regulations. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Completion of a Master's or equivalent graduate degree

OR

Completion of 2 full years of progressively higher level graduate education leading to such a degree

OR

Completion of an LL.B. or J.D., if related
