The position is located in one of the Academic Program offices within the Bureau of Educational and Cultural Affairs. The incumbent provides operational and limited advisory support to Office management and staff in the administration and coordination of a variety of exchanges and programs.
Duties
Supports the implementation of international educational programs that are administered with U.S. Embassy Public Affairs Sections (PAS), Fulbright Commissions, cooperating organizations, the regional bureaus, and other relevant elements.
Monitors budgets of assigned international educational programs to ensure they meet departmental financial management standards; assists in tracking budgets, processing budget requests, and budget reporting.
Drafts correspondence, including memoranda, cables, and cooperative agreement documents, as well as fact sheets, tables, graphs and other informational tools based on exchange and budgetary data.
Plays an active role in coordinating special events and meetings, including internal and external meetings, high-level dialogues, consultations, fora, program orientations, and midyear conferences.
Prepares purchases and requisitions for materials and supplies in support of the office and programs. Communicates with vendors in accordance with budget guidelines and purchasing regulations.
Coordinates with Bureau’s executive office in the oversight and management of contracts and corresponding budgets; ensures compliance with contracting guidelines, departmental policy, and best practices in the administration of COR duties.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.
Applicants applying for the GS-11 grade level must meet one of the following requirements:
A. Have at least 1 full year of specialized experience equivalent to the GS-09 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience supporting the implementation of international educational programs.
Experience monitoring budgets of programs, ensuring they meet financial management standards.
Experience assisting in tracking budgets, processing budget requests, and budget reporting.
Experience drafting correspondence, including memoranda, cables, and cooperative agreement documents, as well as fact sheets, tables, graphs and other informational tools.
Experience coordinating special events and meetings, including internal and external meetings, high-level dialogues, consultations, fora, program orientations, and midyear conferences.
Experience preparing purchases and requisitions for materials and supplies; coordinating oversight and management of contracts and corresponding budgets; and ensuring compliance with contracting guidelines.
OR
B. Have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree, or LL.M. from an accredited college or university. OR
C. Have a combination of graduate level education and specialized experience (as described above), which is equivalent to the GS-09 level in the Federal Service. This experience and education together meets 100% of the qualification requirements for this position. Combination of Experience and Education: When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience and the percentage of graduate study must total at least 100%.
