Duties
This position serves as a Construction Control Representative at the Roosevelt-Vanderbilt unit within the National Park Service (NPS). The primary purpose of this position is to perform work involving the management and control of a variety of substantive and complex construction, stabilization, repair, restoration, and accessibility projects. The incumbent represents the NPS and works within a multidisciplinary team of architects, engineers, conservators, preservation specialists, historians, environmental specialists, natural resource specialists, and technical support personnel to plan, execute, monitor, and track the completion of park projects. At this grade level, the incumbent is required to provide comprehensive advisory and technical services on a variety of substantive and/or complex park projects, modify, adapt, and/or refine broader guidelines to treat or resolve complex and/or intricate project management issues and problems, and propose new practices to improve the management of projects either directly, or through National Park and Architectural/Engineering (A/E) firm project supervisors and technical representatives.
Major Duties:
Contracting Officer Representative (COR) Duties
- Serves as a certified COR in accordance with applicable training and the requirements of Federal Acquisition Regulations on projects assigned.
Project Tracking
- Conducts continuing analysis to ensure that the project is meeting target dates and is within cost projections. Prepares and tracks cost reports from contract modifications and change orders to track program deficiencies. Initiates correction action as needed.
- Provides guidance and communication to project supervisors and technical representatives to ensure that the contractor discharges his/her contractual obligations on a timely basis while adhering to the provisions of the contract, including scheduling, work methods, workmanship, specifications, and materials.
Project Execution
- Provides on-site inspection and coordination of construction and engineering work required for construction projects.
- Manages and monitors construction work, coordinating with project inspectors and technical representatives to ensure project goals are met and work items are performed in accordance with project plans and acceptable work practices.
Qualifications
All qualifications must be met by the closing date of this announcement-10/17/2023-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience includes but is not limited to(1) Performing work related to the management and control of construction, stabilization, repair, restoration, and rehabilitation projects;(2) Performing project planning, execution and tracking for design and construction operations for historic and non-historic structures and landscapes; (3) Providing on-site inspection and coordination of construction and engineering work required for design and construction projects;(4) Providing technical support for personnel in the development and review of complex rehabilitation projects; and (5) Interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements. You must include hours per week worked.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
