The incumbent functions as a full assistant to the Chief, Center for Education and Development (CED), providing CED administration for education and staff development activities among seven statewide locations to include: the main VA clinic in Anchorage, four remote Community Based Outpatient Clinics located in Juneau, Matanuska-Susitna Valley, Soldotna/Homer and Fairbanks, the Domiciliary, and the VA Joint Venture Hospital located at Joint Base Elmendorf-Richardson.
Duties
As the AVAHS TMS manager, the employee has primary responsibility for all aspects of tracking user education, including system startup and maintenance of data. Manages user accounts (including accounts for non-employees); trains users and supervisors on system user interface; troubleshoots user/system issues; and coordinate with service staff and Information Technology (IT) staff regarding these programs. Incumbent is responsible for education and training data input; tracking and reporting course completion rates; and compliance with mandatory training for all users. The duties of the position include but are not limited to the following:
TMS support and training:
Performing TMS administrator functions to set up and initiate the TMS system, which includes:
Creating TMS accounts for new employees prior to arrival for New Employee Orientation
Creating/managing TMS accounts for non-VA users
Removing access from former users
Assisting users with logging into TMS to complete mandatory training
Troubleshooting user issues to include changing and resetting passwords and unlocking workstations for TMS users
Working with local IT staff to assure that all user workstations are configured properly for TMS
Assuring that all users have access to a workstation that can launch TMS or have alternate ways to complete nationally mandated training
Training users and supervisors on TMS, which includes training items and reports
Training service level administrative personnel in the TMS Help Desk role that will allow them to assist with unlocking resetting passwords and pulling reports for their service
Incorporating drop-in sessions for all users during New Employee Orientation week for additional training assistance in TMS
Running reports as requested to demonstrate compliance with local, regional, and national requirements
Participating in national TMS conference calls and training for the organizations TMS Administrators and TMS Help Desk Roles
Delivering briefings to managers, supervisors, and other VA leaders on the TMS program
Ensuring education requirements are included in the TMS system:
Assigning mandatory training to appropriate users to ensure that assignments are made per VISN, VA or local requirements
Assigning training items to new users as designated by their role in service area
Recording learning and TMS for national training taken on non-TMS platforms
Removing former users from designated TMS classes and training items
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Full performance level for this position is GS-09.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/19/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement.
For a GS-07 position you must have served 52 weeks at the GS-06.
For a GS-09 position you must have served 52 weeks at the GS-07.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-07 Eligibility
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of education and training activities such as registration, logistics and problem solving regarding recurring and non recurring situations; administrative concepts, principles, and practices; and VA policies, regulations, and directives; administrative functions as a primary timekeeper; knowledge of MS Office or equivalent software to execute several functions such as drafting, storing, and retrieving electronic documents and files. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment their resume.
GS-09 Eligibility
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extensive knowledge of education and training activities such as registration, logistics, and problem solving regarding recurring and nonrecurring situations; administrative concepts, principles, and practices; and VA policies, regulations, and directives sufficient to perform independently the administrative and instructional duties and responsibilities in the CED; working knowledge of accrediting and inspection agencies; extensive skills in oral communication and writing required to deliver presentations and conduct training seminars; knowledge and skills in prioritizing and analyzing workload issues; administrative functions as a primary timekeeper; utilize knowledge of MS Office or equivalent software, programs, and the internet; apply knowledge of basic procurement regulations and procedures to include: accounting, government purchase card, travel, purchase orders, and the Federal Acquisition Regulation. Physical Requirements: The work is primarily of a sedentary nature. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts, etc. No special physical demands are required to perform the work.
