Duties

At GS-9 - Participate in monitoring and surveying sensitive aquatic species and their habitats and evaluate and report changes in the habitat status. GS - 9 - Assist in the development, implementation, and maintenance of resource management plans. Review recommendations and data input from Field Office on fish and aquatic issues. Identify impacts to fish habitat and aquatic specials status species by other activities. Serve on interdisciplinary teams to write and review aquatic biological input to Environmental Assessment, Environmental Impact Statements, Section 7 Biological Assessments, and development of protective stipulations and Resource Management Plans. Work with the Lead Fishery Biologist on coordination issues with local interest groups, Tribal Councils and other federal agencies on the application of biological decisions, habitat conservation, and laws and regulations. Conduct surveys and monitor existing aquatic habitat projects; and design, implement, and monitor new habitat projects for the assigned area.

Qualifications

In addition to meeting the education requirement, To qualify for the GS-09 level, you must possess one (1) full year of specialized experience at or equivalent to the GS-07 level. Specialized experience is defined as assisting higher graded fishery biologists by conducting moderately difficult evaluations, using knowledge of fishery biology to identify resources, analyze and evaluate conditions, evaluate overall resource needs, identify local impacts and mitigation measures, enter and manipulate fishery data to generate queries and reports, and lead lower graded technicians. -OR- Education: Have successfully completed 2 years of progressively higher level graduate education from an accredited college or university leading to a Masters degree or Masters or equivalent graduate degree in fishery biology or a directly related biological science with an emphasis in aquatic subjects. -OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. To qualify for the GS-11 level, you must possess one (1) full year of specialized experience at or equivalent to the GS-09 level. Specialized experience is defined as directly managing fish resources to study and analyzing fish life history, behavior, habitat requirements, fish diseases, classification, environmental contaminants, lake and stream ecosystem functions and economic implications of fish management; and experience applying policies, procedures and requirements pertaining to the management of threatened and endangered species and completion of NEPA documents. -OR- Education: Have successfully completed 3 years of progressively higher level graduate education from an accredited college or university leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in fishery biology or a directly related biological science with an emphasis in aquatic subjects. -OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Work Environment: Some field work will be required which has some discomfort in extremes of temperature or inclement weather, and may be subjected to hostile wildlife, chemical and physical hazards. You may drive long distances over rough gravel roads, operate all-terrain vehicles and snow-machines, fly in various aircraft, and travel over water by raft, canoe and river boat. You may live in primitive conditions while doing field work.

Education


This position has a positive education requirement which requires that you have a degree with a major in a biological science that includes the following course work: 1) at least 6 semester hours in aquatic subjects such as limnology, ichthyology, fishery biology, aquatic botany, aquatic fauna, oceanography, fish culture, or related courses in the field of fishery biology; AND 2) at least 12 semester hours in the animal sciences subjects such as general zoology, vertebrate zoology, comparative anatomy, physiology, entomology, parasitology, ecology, cellular biology, genetics, or research courses in such subjects.

Have a combination of education and experience that is equivalent to a major in a biological science (i.e., at least 30 semester hours) of which a minimum of 6 semester hours were in aquatic subjects and 12 semester hours were in the animal sciences as described above, plus appropriate experience or additional education.
