This position is located with the BIA, Office of Trust Services, Division of Forestry & Wildland Fire Management, Branch of Wildland Fire Operations, located at the National Interagency Fire Center (NIFC), in Boise, Idaho. The duty location may be in Boise, ID or may be negotiable at the time of selection, but it MUST be within the local commuting area of any Bureau of Indian Affairs Office.
Duties
Manage the National Wildland Fire Safety program providing national leadership in wildland fire management safety and health issues.
Develop national safety and health policy.
Issue policy and direction through wildland fire policy documents.
Interpret safety standards, guidelines, and issued regulations.
Determine level of investigation necessary for other than serious incidents/accidents that occur in the Bureau's fuels management program.
Develop policy for national medical standards implementation and training and ensures that the national firefighter medical service contract meets contractual objectives.
Apply expert knowledge and new developments or theories to complex and highly controversial problems that are not susceptible to resolution under existing policies or practices.
Analyze emerging trends in the program area and applies expertise to improve program management.
Serve as a team lead or technical expert for national program reviews (Safety and Occupational Health compliance, fire reviews, etc.).

Qualifications
Selective Placement Factors (SPFs):
This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified:
SPF #1: 90 days of Prior on-the-line Wildland Firefighting Experience Requirement: The Department of the Interior (DOI) defines wildland firefighting experience as any non-structure fire that occurs in the wildland. Wildland firefighting experience is gained through work on the fire line in containment, control, suppression or use of wildland fire. This experience can be met by serving in a temporary, seasonal, or equivalent private sector fire position for no less than 90 days. Wildland fires are categorized into two distinct types:
Wildfires - Unplanned ignitions or prescribed fires that are declared wildfires; and
Prescribed Fires - Planned ignitions. This description includes only fireline experience on a Prescribed Fire; it does not include experience in the planning stages. Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience.
This experience must be documented with specific dates (MM/YYYY-MM/YYYY) in your resume; failure to document may result is loss of consideration.

For GS-13: You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples:
Planning and directing safety programs and projects of local or area-wide significance.
Planning, organizing, and conducting wildland fire program safety technical reviews and inspections, participating in complex Serious Accident Investigation, either as a primary team member or advisor, and developing wildland fire safety policy.
Advising local and area-wide officials on agency budget processes and program outlooks and problems.
Experience in applying wildland fire safety management principles and practices at local or area-wide level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
