The Licensed Marriage & Family Therapist (Program Coordinator) position is responsible for the development and implementation of mental health interventions, policies and procedures directly related to the transition of VHA from maintenance models of mental health treatment into a recovery-oriented system of care.

Duties

Major duties include, but are not limited to: Essential Program Coordination Responsibilities Develops and implements of mental health programs, policies and procedures directly related to the transition of VHA from maintenance models of mental health treatment into a recovery-oriented system of care. Develops and/or reviews all of the mental health policies and procedures to ensure that recovery is a central tenant in all mental health service delivery. Monitors outcomes of these recovery-oriented practices using a data-driven quality assurance process that focuses on implementation and sustainment of efficacious practices. Serves as expert resource and consultant to medical center staff on a wide range of patient care issues, including development and evaluation of recovery-oriented programming. Develops and leads the deployment of a strategic plan for the facility that identifies staged implementation of recovery-oriented services, evaluation of services implementation, and program outcome evaluation processes. Serves as an expert resource on psychiatric rehabilitative practices and provides case consultation to other practitioners on complex clinical cases that involve Veterans with SMI. Develops, maintains, and updates a multi-year Recovery Transformation Strategic Plan for Mental Health Services throughout the facility. Serves as a content expert on recovery-based treatment planning to produce plans that are Veteran-centric and reflective of an inter-professional model of care. Develops a facility wide ongoing recovery services education plan and MH awareness campaign for dissemination to providers, Veterans, and their families. Serves as the coordinator of and Staff Liaison to the facility Mental Health Consumer Council, which represents MH programs at all JBVA sites of care and includes members of the community. Outreach Responsibilities Functions as an important connection point to community mental health services and programming. Serves as an active member of the JBVA Outreach Task Force and works closely with the CEPCs and Community Mental Health POCs to coordinate outreach and communication services for community integration for MHS. Provides ready access to information about VA eligibility and available clinical services, ensures warm handoffs at critical points of transition between systems of care, and provide ongoing liaison between VA and Community Partners. Serves as the liaison to the Veterans' Mental Health Council, including training officers for service on the Council, representing the Council's concerns to MH and facility leadership, as needed, and utilizing Council input to improve MH services offered by JBVA. Employs community mapping and development which provides MHS with extensive knowledge of the community, including the identification of opportunities, resources, and potential barriers. Provides administrative leadership for planning, developing, implementing, and oversight over clinical services, outreach services, and community integration programs provided to Veterans having a high degree of clinical complexity and their families. Clinical Responsibilities Serves as Coordinator of Outreach to Veterans with Serious Mental Illness, as directed in VA Directive 2012-002, Re-Engaging Veterans with Serious Mental Illness in Treatment. Provides comprehensive psychosocial assessments and treatment for Veterans with serious mental illness referred to recovery services, particularly for complex or unusually difficult patients. Reviews all subjective and objective data; assesses high risk factors; provides a clinical assessment. Determines a treatment plan for the Veteran based on acuity and need for and type of recovery services and/or psychotherapy recommended. Provides a full range of therapeutic interventions including individual, couple/family, and group psychotherapies; psycho-educational groups; and case management. Qualifications

Basic Requirements: English Language Proficiency: MFTs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3j. Education. Candidates must meet one of the following: Hold a master's degree or doctoral degree in marriage and family therapy from a program approved by COAMFTE, Hold a master's degree or doctoral degree in marriage and family therapy from a MFT program from a regionally accredited institution, OR, Hold a master's degree or doctoral degree in a comparable mental health degree (Licensed Professional Mental Health Counselor, Social Work, Psychiatric Nursing, Psychology, and Psychiatry) that meets the current VA qualification standard of that profession. Licensure: Persons hired or reassigned to MFT positions in the GS-0182 series in VHA must hold a full, current, and unrestricted MFT license to independently practice marriage and family therapy in a State. Grade Determinations: Marriage and Family Therapist, GS-12 (Program Coordinator): GS-12 Grade Level- Experience, Education, Licensure: In addition to the basic requirements, completion of one year of progressively responsible assignments and experience equivalent to the GS-11 grade level which demonstrates knowledge, skills, and abilities that are directly related to the specific assignment of working with serious mental illness and mental health recovery initiatives. LMFT program coordinators of family programs must be trained in family systems therapy/theory. If the assignment is responsible for providing systemic clinical supervision for licensure the individual must have an AAMFT Approved Supervisor credential. In addition, the candidate must demonstrate the professional KSAs. Assignments: LMFT Program Coordinators are administratively responsible for a clinical program and provide treatment to Veterans in a specialty area as defined by the National Mental Health Office. Examples include RCS/Vet Centers, Homeless Veterans program and Mental Health Intensive Case Management. They coordinate the daily operations of the program, develop policies and procedures for program operation and prepare reports and statistics for facility, VISN, and national use. At this level, MFTs are licensed to independently provide mental health services and may supervise for licensure other MFTs. Demonstrated KSAs: Ability to organize work, set priorities, meet multiple deadlines, delegate tasks and facilitate team building. Ability to manage and direct the work of others to accomplish program goals and objectives. Ability to devise innovative ways to adapt work operations to new and changing programs, to develop staffing and budget requirements, and to translate management goals and objectives into well-coordinated and controlled work operations and ensure compliance with pertinent VHA policies. Ability to establish and monitor performance priorities according to standards and program evaluation criteria. Knowledge of family systems theory/therapy in coordination of family programs.
