This position is located in the Department of Veteran Affairs (VA), Veterans Health Administration (VHA), Mid Atlantic Health Care Network (VISN 6), Durham NC VA Health Care System (DVAHCS), Greenville Health Care Center (GHCC). This position is assigned under the Pathology & Laboratory section at GHCC and will function as a point of contact on behalf of the P&LM section.

Duties

Duties include but are not limited to: Program Support and Records Management 40% Assist management with program related projects, studies, and proposals for program improvement. Work independently and use basic analytical and evaluative techniques. Participates in management meetings, makes recommendations, and assist management in the implementation of program changes to meet the requirements of the various inspection and accreditation agencies, changes in VISN directives, and Quality Assurance standards. Assist management by coordinating all laboratory trainee rotational experiences. Duties include onboarding and exiting processes for laboratory students between the University/College, Education, HR, Security, and OIT. As the Records Management Liaison, the incumbent will create and maintain electronic records management database. Data Collection, reporting, and Inspection 30% Incumbent will compile, organize, and evaluate various clinical and program related reports for management. Reporting assignments are essential for laboratory service metrics, facility program reviews, inspection/accreditation and regional reviews, VISN reviews, and local quality assurance reviews. Duties also include performing inquiries regarding test order status and frequency. The incumbent will also pull reports to justify the addition of lab tests. Inventory Management & Budgeting 30% Responsible for managing specialized medical supplies and laboratory devices using the laboratory ordering system. Maintains effective and economical inventory management of all supplies, medical items, and chemicals stocked and distributed within the laboratory. Responsible for purchasing supplies and equipment along with tracking and processing purchase documentation for requests. Incumbent will input for approval, monitoring, and editing, printing, and filing all 2237's by control point. Reconciling laboratory fund control balance per individual 2237. Monitoring and inputting for approval estimated obligation needs for 2237 obligations as well as budget recommendations. Maintains tracking of budgetary funds and is responsible for tracking all financial transactions. Performs other duties as assigned. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/18/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Proficiency Requirement: Clerk-Typist, Office Automation Clerk/Assistant and Positions with Parenthetical Titles of (Typing), (Office Automation) Clerk-Typist, GS-2/4; Office Automation Clerk/ Assistant (any grade); (Typing) (any grade); and (Office Automation) (any grade): require 40 words per minute typing speed. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing clinical, clerical, and/or administrative procedures in a laboratory service activities or program. Utilizing a variety of computer programs and software applications such as Microsoft Word, Excel, Power Point and other applications. Knowledge in laboratory inventory management and maintaining PAR levels and reorder set points. You will be rated on the following Competencies for this position: ClericalCustomer Service (Clerical/Technical)Interpersonal SkillsKnowledge ManagementManages Resources Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Duties performed by the incumbent will require walking, standing, bending, carrying office supplies, sitting, and using keyboards for extended periods of time. The work is typically performed in an adequately lighted and climate-controlled office.
