Position serves as Community Engagement Partnership Coordinator in the Roseburg VA Healthcare System. This position is designated to help lead the implementation of the VA's public health approach to Suicide Prevention through community-based prevention strategies. The CEPC position focuses upon connecting, developing, and coordinating suicide prevention efforts within the community.
Duties
MAJOR DUTIES include but are not limited to: The CEPC is responsible for community capacity development for suicide prevention by serving in a leadership role in communicating, organizing, and managing community partner interactions and in helping to build coalitions to implement suicide prevention programs aimed at reducing Veteran suicide at the Community, State, and Veterans Integrated Service Network (VISN) levels. Develops, facilitates, and strengthens Community-Based Interventions for Suicide Prevention (SP) at the community, state, and VISN levels by connecting VA programs and stakeholders. Develops and maintains content expertise in suicide prevention through networking, internet access, published literature, national conference calls, and educational offerings and professional meetings.
Work Schedule: Monday - Friday, 8:00am - 4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 10/19/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement.
For a GS-12 grade level position, applicants must have held a GS-11 position or higher in the Federal service or have previously held a Federal non-GS position equivalent to the GS-11 or higher for at least one year. The grade may have been in any occupation but must have been held in the Federal service. Submit your SF-50 which clearly demonstrates your time-in-grade eligibility with your application materials. If you have not held a GS grade at any time in the past 52 weeks, are a Wage Grade employee, or are eligible for a non-competitive appointment such as Schedule A, this does not apply to you. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Individual Occupational Requirement (IOR): An IOR is a basic requirement that must be met in order to qualify for entry into this job series. The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. To qualify for this occupational series, applicants MUST have one of the following listed below.
Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of behavioral or social science; or related disciplines appropriate to the position (Transcript required).
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field (Transcript required).
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to the IOR, you may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. Knowledge of the concepts, principles, and theories of instructional methods such as teaching, training, research, making presentations, lecturing, and testing. Knowledge of functions, principles, methods, and techniques of public planning, including those related to community planning, outdoor recreation planning, and natural resource management, such as demand forecasting, environmental impact analysis, financial forecasting, and land use planning and zoning.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary and does not require any special physical effort. Work will require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. Employee may carry light items such as papers, books, and portable computer. Driving of a motor vehicle may be necessary relative to attending meetings. The work often requires long hours to meet project deadlines and to devise corrective action and solutions to unexpected technical and/or or management crises resulting in sometimes highly stressful work situations. Up to 60% of driving time may be required to meet the needs of the community networking obligations, per the essential functions of the position.
