Position is located in the Mail/Reproduction Unit, Storage/Distribution Division, Logistics Services Department, El Paso VA Health Care System, El Paso TX. Incumbent performs administrative mail support to ensure the effective operation of on-going mail activities. Responsible for the entire mail processing operation to include: incoming/outgoing mail & small package shipments & managing the operation to ensure optimal utilization of resources to include cost-containment when possible.

Duties

Duties include, but are not limited to: Internal Distribution Maintaining vigilance over mailroom employees to assure their compliance with all mailroom policies and procedures including but not limited to those related to mailroom safety and security. Receiving all facility mail from external sources (e.g., U.S. Postal Service (USPS); U.S. Parcel Service (UPS); Federal Express (FedEx); etc. Receiving and handling of perishable/refrigerated materials, urgent and sensitive documents (e.g., Express Mail, Priority Mail, etc.) varies among the different carriers but generally requires employee signature acknowledging receipt. Making special messenger deliveries as required and delivering medical charts to clinics and wards for privileged patients Messenger service may be required from, to and between any office of the facility at any time and may, on occasion, require pick up/delivery to points external to the facility, e.g., post office. Mail Analysis Assessing mail pieces to determine the necessity for control and/or date stamping. Working to improve efficiency of mailroom distribution locations and delivery points, etc. Assessing mail addressed to former employees and patients for proper action. Reviewing official publications to determine proper routing to affected, implementing and/or operational facility elements. Processing Outgoing Mail Assessing all outgoing mail for proper and complete address, proper labeling and packaging. Authority to refuse mail pieces where packaging, labeling, endorsements or addressing is so insufficient as to hinder or delay delivery. Assessing all outgoing mail pieces to determine the application of special services or use of an alternate carrier, e.g., FedEx, UPS, Roadway, OHL, etc. Selecting the class of service and carrier will normally be made independently by the incumbent. Controlled Mail Signing receipt for mail piece when required by carrier delivering to the facility. Delivering mail piece(s) to addressee within time frame appropriate to the time sensitivity of the mail piece(s), e.g., does the piece require immediate messenger service or may it be delivered during the next regularly scheduled mail delivery. Entering date/time of delivery and obtaining signature of addressee or designee. Ensuring the person signing for and receiving the mail piece is authorized to accept such deliveries on behalf of the addressee. Facility Education/Publications Providing one-on-one education as needed to facility employees on the acceptability of mail pieces, classes of mail, special mail services and proper addressing and packaging. Assessing mail at pick up point to determine acceptability of pieces and instruction provided as necessary. Providing timely reproduction services to the entire Medical Center. Setting up, operating and adjusting the high-speed copier to produce single and multiple page copies. Diagnosing equipment malfunctions/operating problems and performing corrective adjustment as necessary. Determining the most effective means of reproduction in terms of quantity and types of equipment required for a particular job. Work Schedule: Monday thru Friday 8:00 a.m. to 4:45 p.m. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/17/2023. General Experience: You must have one year of general experience equivalent to at least the next lower grade GS-03 in the normal line of progression for the occupation in the organization. Examples of general experience would typically include but are not limited to: Knowledge regarding proper address formatting; Understanding of mail classes and special mail services; Understanding of the Privacy Act of Freedom of Information Act requirements as they apply to employee and patient name and address information. Ability to utilize a variety of programs to access mail/package reports. NOTE: General experience includes progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have two years of education above high school. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. (TRANSCRIPT REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of general experience and education as described above. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
