The primary purpose of this position is to serve as a USAF MAJCOM level program Manager/Analyst, assisting in providing planning, directing, organizing, and exercising control over the USAF Critical Asset Risk Management (CARM) Program.
Duties
- Executes and facilitates the Air Force Critical Asset Risk Management Program at the MAJCOM; performing a broad range of qualitative and quantitative analyses of information developed and maintained IAW USAF Critical Asset Risk Management (CARM) program policies.
- Perform duties as mission analysis. Analyzes critical missions through a system engineering approach, assesses reliance on infrastructure.
- Serves as MAJCOM CARM Training Lead overseeing MAJCOM (CARM) training and outreach program that will provide subordinate units with an understanding of CARM methodologies/processes, address any programmatic updates or changes

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, GS-0343, Management and Program Analysis series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of a wide range of qualitative and/or quantitative methods for the assessment and improvement of major aspects e.g., apportionment of combat aviation forces, munitions support transportation support) Agency level plans and procedures such as war, mobilization, mobility, exercise, deployment, and similar operations; and to evaluate MAJCOM and Air Staff responses to plans and studies; expert knowledge of critical infrastructure protection program and consequence management; expert knowledge of the principles, policies, and procedures involved in ensuring the security of critical assets from an asymmetrical threat; practical application and expert knowledge of the principles, methods, and tools for assessing vulnerabilities, and developing or recommending appropriate mitigation countermeasures; and in-depth understanding and knowledge of the Agency and MAJCOM Critical Asset Risk Management (CARM) Program.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. In-depth understanding and knowledge of the AF and MAJCOM Critical Asset Risk Management (CARM) Program and ability to plan and organize studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
2. Understanding the roles of MAJCOM, AFIMSC, AF Title 10 and a working knowledge of MAJCOM installations and facilities sufficient to determine validity of a critical asset designation IAW AF standards.
3. In-depth knowledge and understanding of operational mission decomposition, dependency analyst, risk management, ability to perform cost benefit analyst on mitigation/remediation, and knowledge of PPBE Process
4. In-depth working knowledge of CARM process identification and documentation, including process improvement, and knowledge of Air Force operations that enables the incumbent to analyze, articulate and advocate for CARM oversight initiatives in support of mission objectives.
5. Knowledge of the structure and relationships that exist between the Joint Staff, the Air Staff, the combatant commanders, the component commanders, the AF MAJCOMs, IMSC, and installations in conducting Joint and AF planning.
6. Ability to communicate effectively, both orally, and in writing, to develop instructional products and deliver briefings and training in an effective manner.
