This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Bureau for Development, Democracy, and Innovation (DDI), at the U.S. Agency for International Development (USAID).

Duties

Serves as Deputy Director for Management and Operations of the Center for Education. Serves as a member of the Center’s Senior Management Group, supervising staff through the FS-01/GS-15 level and supporting an organization of nearly 80 staff from various hiring mechanisms. Directs the Center's work in support of staff professional development, communications, and knowledge management. Directs operational, budget, and program matters on behalf of the Center and Education Sector, ensuring that resources are aligned strategically with priorities. Advises on the Center’s portfolio management, including planning, reporting, programming, processes, and tools.

This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion. Specialized Experience: GS-15: In addition to the Basic Requirements, you Must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) Managing a team of development professionals in accordance with standard operating procedures; (b) Providing administrative and technical supervision necessary for accomplishing the work of the unit to include human resource management functions; (c) Advising senior leadership on budgetary and program related matters at it pertains to budget and policy management; AND (d) Analyzing performance data and reporting to communicate Agency-level results externally and internally. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position's minimum requirements.
