This position will be assigned to the JBSA Canyon Lake.
This is a regular full-time category position with guaranteed 35 hours per week. Employees appointed to a regular category position are eligible for benefits.
Duties
Serves as full assistant to the General Manager of Joint Base San Antonio Recreation Park and functions as operations officer of the Recreation Park. Assist the General Manager in the economic and efficient operational management of all park facilities, grounds and activities. Implements higher-level directives, formulates procedures and programs to ensure high standards of recreational, park, lodging, marina and environmental compliance programs. Assist the General Manager in establishing financial goals commensurate with market analysis of the various functional activities conducted within the Recreation Park. Assist in the overall management plans, including financial and administrative procedures. Ensures services and facilities meet the recreational needs of the Joint Base San Antonio personnel to include basic services including but not limited to: boating, fishing, camping, RV parking, picnicking, beach shore swimming and wildlife/nature study. Plans and coordinates program plans to fit the current environment of the recreation facility that: conform to funds limitations, facility occupancy levels and the necessary equipment and manpower support for execution. Assist General Manager in the management of real property and a multitude of government owned assets of both appropriated and non-appropriated nature, providing expert advice on renovations, improvements, and minor and major construction in a continual effort to improve the on-going program. Responsible for protection of assets and financial resources. Coordinates with senior military and civilian leadership and local, state, and federal officials from various agencies to include: U.S. Army Corps of Engineers, Texas Parks and Wildlife, search and rescue teams, and local law enforcement and emergency agencies. Supervises a staff that includes non-appropriated fund employees, appropriated fund employees, contract workers, and volunteers assigned to Canyon Lake. Assist General Manager in the work force management of an operation that fluctuates in size based on seasonality, is staffed with two shifts and on-call during non-staffed hours. Provides guidance and leadership to employees and customers, modifying, adapting, expanding or otherwise changing plans and procedures for specific activities. Supervises personnel in daily operations that are widely dispersed throughout Canyon Lake property containing a multitude of facilities. May operate a government vehicle to include light truck, sedan, golf cart etc.

Requirements
- This position requires the incumbent to complete a background investigation with favorable results.
- This is a drug testing designated position. The incumbent will be subject to random testing for drug use. Must have a valid driver's license.
- This position has physical requirements which require the incumbent to complete a favorable pre-employment physical.
- Must be able to work uncommon tour of duty including weekends and holidays.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Qualifying Experience:
Progressively responsible administrative, professional, technical or other work which has provided a general knowledge of management principles and practices, or progressively responsible experience in one or more of the functions managed by a park manager. A Bachelor's Degree or higher with a major in business or recreation is highly desired. Must have experience in planning, analyzing and implementing budget requirements. Must communicate effectively, orally and in writing. Must have experience in supervising/managing personnel and have demonstrated skill in motivating and directing a diverse work force. Experience developing, defending, implementing or administering APF and NAF budgets is highly desired.
Knowledge, Skills and Abilities (KSA's): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Ability to develop, defend, implement or administer APF and NAF budgets.
2. Knowledge in planning, analyzing and implementing budget requirements.
3. Knowledge of management principles and practices.
