This position serves as the Lead Financial Specialist within the Finance Service at the Montana VA Health Care System and is responsible for all budgetary cycles of formulation, presentation, execution and reporting for all facility operating levels.
Duties
Major duties and responsibilities include, but are not limited to:
Develop internal funds control procedures, formulate fund projections, prepare budgetary item projections for VA management to ensure adequate funds control, effective execution of appropriations and strategies for successful planning, programming and budgeting.
Monitor current and completed team work for accuracy and conformance to instruction; provide technical direction to resolve complex problems.
Perform substantive tasks related to funds control for the Medical Center including apportionment, allocation, allotment and sub-allotment of funds.
Performs technical oversight for duties involving maintaining the standard general ledger reporting system; analyzing report data which records transactions within the system for the purpose of correcting errors, recommending action on unfavorable trends and preparing financial schedules.
Prepares multiple fiscal reports and studies involving analysis, interpretation, anticipated costs due to new legislation and other special analyses of information as required and summarize information into meaningful final or mandated form for VHA, VISN and local senior management officials.
Research and interpret regulatory guidance to supply team members direction on accounting, budget and financial management processes and lead daily operations.
Provide budgetary training, advice and support to management, fund control point officials and coordinators of other specialized programs in preparation of annual budget plans.
Coordinate the allocation and execution of funding with Service Chiefs, ELT members and VISN level Fiscal staff to ensure efficient and timely use of funds.
Formulate fund projections to be used by management in the operation of the Medical Center and prepare projections of fiscal year budgetary items based on current and planned activity levels.
Interprets and analyzes the results of financial execution in specific functional areas to access performance and to determine the adequacy of resource stewardship.
Recommends reserve funding levels, transfer of funds and withdrawals or reprogramming due to unplanned costs or new obligations.
Analyzes multiple year financial execution trends and develops predictive factors; researches historical fixed costs, variable costs, and one-time costs and determines impact on total command resources
Work Schedule: Monday - Friday, 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/17/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: comprehensive detailed knowledge of policies, precedent setting decisions, procedures regulated by the VA; ability to identify, analyze and resolve a range of budgetary problems; ability to share knowledge through training new/current employees; knowledge of goals, objectives, workforce composition, work methods and functions of research to ensure funding expenditures are appropriate and timely; knowledge of VA accounting system and documents to analyze various program data; skill in computer use for budget related spreadsheet applications; ability to develop comprehensive training plans for employees; high degree of skill in analytical reasoning, identification and conceptualization of budgetary programs.

Physical Requirements: The work is mostly sedentary in nature but may include some walking, stooping and bending as required; may carry files and documents weighing up to 10 lbs. A stress-related environment often caused by the many reports, budget deadlines and monthly/quarterly requirements.
