Duties
You will be the expert and authority for all Contracts and Acquisition related issues collaborating across various entities within domain and the federal government.
You will represent the command to higher headquarters pertaining to contract and acquisition related issues, data calls, policy development, implementation, guidance and compliance.
You will develop hiring tools, contract management, position descriptions, applicant resume, evaluation criteria, interview questionnaires and related materials to support recruiting, selection and retention of contract managers.
You will serve as a second-line supervisor within the Contracts and Acquisition Management Office.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to obtain and maintain an interim and/or final Top Secret/SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Analyzing complex, multiple program changes and future program plans for the purpose of identifying shortfalls, evaluating acceptable risks and recommending alternative actions.
Applying complex fact-finding, analytical, and problem solving methods and techniques to identify interrelated program problems, draw conclusions, develop Courses of Action (COAs) in regards to Contracting.
Taking large reports, audits and studies and distill them down to concise summaries that communicate key facts and identify critical leverage points.
Using acquisition processes and strategies sufficient to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods and to develop acquisition policies for use by other acquisition personnel in solving acquisition problems.
Working knowledge of contract management, acquisition/procurement management, and analytical theories principles and practices.

Education
Applicants must meet the following Basic Education Requirements of the Department of Defense Qualification Standard for Contracting Positions:
- Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
and
- A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, and members of the Contingency Contracting Force are also exempt from meeting this requirement.
