This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

VA total rewards package: VHA Supervisors - VHA Psychology Total Rewards Brochure.pdf (sharepoint.com) Program Management (25%) The incumbent serves as the PCT program manager/supervisor and has delegated authority to oversee the day-to-day functioning for the PCT Program including the following: a. Fidelity to the recovery model and rehabilitation standards: The Psychology Program Manager is responsible for ensuring that the staff of the PCT program adheres to the principles and practices of the mental health recovery model. The incumbent will see to it that staff are trained in evidence-based recovery services and promote staff's implementation of these services within the PCT program. The incumbent will ensure that program services meet accreditation requirements and are compliant with regulatory and accountability standards such as those set forth by CARF and Joint Commission. b. Design, implementation, and evaluation procedures: The Psychology Program Manager will be responsible for overseeing the design, implementation, and evaluation of PCT services consistent with evidence-based best practices in psychiatric recovery and rehabilitation. Specifically, the incumbent will oversee the development of program activities, services, record-keeping, schedules, policies, evaluation procedures, marketing brochures, educational resources, etc. The incumbent will be responsible for initiating PCT goals and strategic plans and monitoring progress towards these ends. The incumbent will serve as the leader of the PCT treatment team and convene PCT staff meetings and other meetings to promote effective functioning of the PCT unit. c. Maintaining relationships: The Psychology Program Manager will be responsible for marketing the PCT program to other programs, departments, and stakeholders and develop/maintain relationships with service line and supervisory staff. The incumbent will seek to identify internal and external customer needs and sets forth procedures to meet these needs. d. Ensuring competency of staff: The Psychology Program Manager is responsible for identifying and monitoring the ongoing training needs of staff and making provisions for staff development and education. The incumbent will monitor the competency of staff, including state licensure and continuing education hours. The incumbent will complete staff performance evaluations, ensure that all staff adheres to professional standards and policy, and provide group and individual supervision to the multidisciplinary PCT team. e. Hiring of PCT staff: The Psychology Program Manager is responsible for leading efforts to recruit and hire PCT staff. The incumbent will be responsible for convening interview and selection committees. f. Quality assurance: The Psychology Program Manager will monitor the quality of services in the PCT program including factors such as efficiency, effectiveness, and timeliness. Direct Patient Care (75%): The Psychology Program Manager will oversee the referral process to the PCT program. The incumbent will be responsible for answering consults, conducting intakes and assessment procedures, and referring veterans to other PCT staff for appropriate services. The PCT Program Manager provides functional assessment, triage, brief intervention, education and consultative services regarding a wide range of mental health and behavioral medicine concerns. The Supervisory Social Worker uses population-based practice management strategies and maintains competences in the following core domains. a. Documentation skills: 1) Writes clear concise notes, generally ½-1 page long, with explicit impression, recommendations and plan 2) Notes document curbside consultation results 3) Notes are completed within 24 hours b. Administration: 1) Serves on Medical Center or Healthcare System, VISN, and/or National VA committees or task forces, as endorsed by supervisors. 2) Participates in support of OBVAMC and Mental Health administrative and performance improvement activities, e.g., by taking on assigned projects and serving on committees. 3) Completes required clinical and administrative documentation in a timely manner and in accord with governing regulations. c. Academic/Teaching/Training: 1) Supervises students in accord with training program policies and accrediting agency requirements. 2) Provides staff and student didactic training and consultation as requested in content areas of scholarly and/or clinical expertise. d. Research / Program evaluation May participate in program evaluation and/or research activities. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates must be proficient in spoken & written English to be appointed as authorized by 38 U.S.C. § 7403(f). Education: Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed. For the purpose of meeting this requirement, the term "specialty area" refers to the specific specialty areas recognized by the accrediting body and not to specific job duties that might require special skills. Currently, APA accredits doctoral programs in the specialty areas of clinical psychology, counseling psychology, school psychology, or combinations of two or more of those areas. PCSAS accredits doctoral programs in psychological clinical science. CPA accredits doctoral programs in clinical psychology, counseling psychology, clinical neuropsychology, and school psychology. There are no job assignments in VHA that require the skills of a school psychologist; therefore, an applicant with a degree in the specialty area of school psychology is not eligible for appointment. Strictly for the purpose of determining eligibility for appointment as a psychologist in VHA, there is no distinction between the specialty areas (with the exception of school psychology) OR Have a doctoral degree in any area of psychology and, in addition, successfully complete a re-specialization program (including documentation of an approved internship completed as part of the re-specialization program) meeting both of the following conditions: (a) The re-specialization program must be completed in an APA or a CPA accredited doctoral program; AND the specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed. OR Have a doctoral degree awarded between 1951 & 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature. Internship: Have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed & that is consistent with the assignment for which the applicant is to be employed; OR New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology & the VHA Office of Academic Affiliations at the time that the individual was an intern; OR VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement; OR Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. (NOTE: Once board certified, the employee is required to maintain board certification.) OR Applicants who have a doctoral degree awarded between 1951 & 1978 from a regionally-accredited institution with a dissertation primarily psychological in nature may fulfill this internship requirement by having the equivalent of a one-year supervised internship experience in a site specifically acceptable to the candidate's doctoral program. If the internship experience is not noted on the applicant's official transcript, the applicant must provide a statement from the doctoral program verifying that the equivalent of a one-year supervised internship experience was completed in a site acceptable to the doctoral program. Licensure. Hold a full, current, & unrestricted license to practice psychology at the doctoral level in a State, Territory, or Commonwealth of the United States, or the District of Columbia. Board Certification: Persons hired to psychology positions in the VHA who completed an internship that was not accredited at the time the program was completed must be board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. The board certificate must be current & the applicant must abide by the certifying body's requirement for continuing education. Grade Determinations: Psychology (Program Manager), GS-14 Experience - At least three (3) years of experience as a professional psychologist, with at least one year equivalent to the GS-12 grade level. Experience includes, but is not limited to: diagnose mental disorders, conduct psychological or neuropsychological assessments, treat mental disorders through a variety of modalities, and provide adjunctive interventions for treatment of medical disorders. Demonstrated Knowledge, Skills and Abilities (KSAs): In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to organize work, set priorities, delegate tasks, and meet multiple deadlines. Knowledge of and ability to utilize evidence-based practices and clinical practice guidelines appropriately and ability to guide staff in using these tools. Ability to deal effectively with individuals or groups representing widely divergent backgrounds, interests, and points of view. Skill in managing and directing the work of others to accomplish program goals and objectives. Ability to translate management goals and objectives into well-coordinated and controlled work operations. Ability to establish and monitor production and performance priorities and standards. Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program. Preferred Experience: Supervisory or program management experience.
