The primary purpose of this position is to serve as Senior Accountant and supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Financial Improvement and Audit Remediation Branch.
Duties
Plans, organizes, and directs the activities of the Financial Improvement and Statements Branch, ensuring that the SOF Enterprise complies with legal and regulatory requirements, meets customer needs and support financial audits.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Represents SOFM with a variety of Federal and DoD organizations. Establishes, develops, and maintains effective working relationships with OSD, Military Services, DoD OIG and other senior officials within and outside of the SOF Enterprise.
The incumbent has overall responsibility for managing, supervising, developing, coordinating, promulgating, and interpreting financial and accounting policies, procedures, and initiatives.
Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmic view point to ensure overall information protection requirements meet mission requirements.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Position.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include oneof the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of and skill in applying accounting theories, practices, methods, techniques and auditing to independently perform accounting functions, modify and adapt conventional accounting and analytical techniques to perform a variety of assignments, solve problems, advise managers on accounting and financial matters; knowledge of accounting automated systems practices and limitation; skill in using computer operations, electronic communications, spreadsheet analysis, database creation and utilization to prepare reports, schedules, and statements.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Federal financial accounting standards, practices, and laws as they relate to accounting and CFO Act reporting in the areas of standard government general ledger; financial reporting; accounting and reporting for property, plan, and equipment; inventory operations and accounting; revenue and accounts receivable; managerial cost accounting; travel management; and systems audit trails and controls.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Leadership ability sufficient to coach, mentor, challenge; and ability to adapt leadership to a variety of situations.
4. Ability to communicate effectively, both orally and in writing.
5. Knowledge of the Federal Managers Financial Integrity Act and Audit Readiness reporting requirements.
6. Knowledge of financial management systems, automated data processing concepts and systems capabilities. Knowledge and skill in reviewing/developing Notice of Findings (NFRs) and Corrective Action Plans (CAPs)
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Conditions of Employment Continued:
This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment, the incumbent is to refrain from the use of illegal drugs and if requested, submit to urinalysis testing. Appointee must sign a statement acknowledging the position occupied as a Testing Designated Position.
Incumbent is certified as Financial Management Level 3, or working toward this Certification, as part of the DoD FM Certification Program defined in the National Defense Authorization Action (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. DoD Financial Management Certification level 3 is a requirement of this position and must be achieved by the incumbent within two years of entrance into this position. Incumbent shall adhere to the guidelines and requirements of this certification program.
