The primary purpose of this position is to serve as the Commander's Action Officer reporting to the Commander and Executive Director (CA), with responsibilities to the Air Force Personnel Center within a Field Operating Agency (FOA). Conducts comprehensive analyses and provides management consultation to improve mission effectiveness, resource efficiency and savings.

Duties

Plans, organizes and develops key briefings, strategic calendar, correspondence, articles, and other information/projects as needed to articulate key personnel and manpower issues to all levels, in collaboration with the AFPC Commander and Executive Director, AFPC management, subject matter experts, and/or project officers. Coordinates review of higher level taskings, identifies best course of action, potential problems, and recommends FOA responses, reviews, evaluates, and analyzes DoD Air Force, MAJCOM, Industry, academic planning, studies, white papers, demographic predictions, changing military doctrine, operational concepts, force modernization goals, and major shifts in military & civilian social trends that impact AFPC's personnel programs. Plans, coordinates, and executes senior leader conferences, Distinguished Visitor visits and travel agendas for the Commander and Executive Director. CC/CA Liaison for personnel programs and policies, field activities, and personnel system matters to include Personnel Services Delivery.

  • PCS expenses are not authorized. Travel and Relocation expenses will not be paid.
  • This position is subject to provisions of the DoD Priority Placement Program
  • Work occasionally requires travel away from the normal duty station on military or commercial aircraft as well as travel in the local area by motor vehicle.
  • May occasionally be required to work other than normal duty hours.
  • This is a TERM position, not to exceed 5 years. Severance pay is authorized for employees currently serving under a qualifying appointment.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include using knowledge of the major programs, mission, and functions of the organization to carry out difficult and complex work assignments related to military and civilian personnel programs; conduct studies and develop ways to improve accuracy, adequacy, timeliness and validity of data and systems; apply analytical and evaluative methods and techniques to improve organizational efficiency/productivity; and develop new or modified work methods, processes or procedures FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of public laws, policies, and procedures related to military and civilian personnel issues programs; knowledge of the basic operations, products, services, needs, video teleconferencing and goals of programs and other organizations serviced, and related customers, functions, resources, and users; knowledge of arrangement and proper protocol procedures. Ability to conduct research, gather and analyze pertinent data, take appropriate corrective actions, and prepare technically sound written or oral assessments and recommendations to leadership at all levels. Ability to plan, organize, and execute duties with limited guidance. Ability to effectively present subject matter information orally, written, and in a visual form to convey an intended message or to achieve a desired effect upon a specific audience. Skill in using a computer, to include standard AFPC software, the Internet, and Personnel Data System. Ability to manage several priorities, many of which have AF-wide interest, and adjust workload, priorities and schedules as needed; ability to maintain good relationships and interactions with outside agencies, AFPC Directors, and AFPC personnel to resolve issues. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
