This position is located in the Veterans Health Administration, Mid Atlantic Health Care Network (VISN 6), Hampton Medical Center, Office of Research & Development (ORD) in Research Service. The role of the Research Health Science Specialist is to perform a variety of complex tasks related to the conduct of the research including participant recruitment and enrollment, protocol execution, data reporting and management and regulatory compliance.
Duties
Major duties include but not limited to:
Responsible for participant recruitment/enrollment, coordination of study activities, data collection, analysis of data and project activities, documentation of activities, meeting reporting requirements, and providing oversight to study activities under the site PI's authority.
Develops and writes reports as needed.
Serves as an advisor and a technical expert to research and administrative staff.
Interprets the regulations, policies, procedures, and practices governing the conduct of research, and providing guidance on documentation of progress, financial and administrative reporting requirements, annual review, and project closure and archiving.
Oversees, screens, and evaluates recruitment of candidates for clinical research studies via telephone and/or in person.
Plans, develops, completes, and submits on time the required documentation/paperwork/forms for initial and continuing human subjects review.
Drafts detailed and summary reports for presentation at meetings and conferences and for publication in peer reviewed journals.
Records data from samples and specimens to ensure all tracking data is organized and is monitored during the progress of the study.
Coordinates the accomplishment of the scientific (merit) review and evaluation of research programs to provide recommendations or decisions for program strategies, modifications, budgeting, or improvements.
Responsible for reviewing documentation completed by personnel for accuracy and completeness of all site documentation and records in the Investigator Study File.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/25/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: Requires one year of specialized experience equivalent to at least GS-9 grade level in the Federal service that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes: Projects include analysis of samples and data collected from participants with the goal of identifying common genetic variants and molecular markers related to human disease. Maintains records on planned analysis, interim results and final analysis. Arranges and conducts complex literature searches focused on new statistical methods. (Resume(s) must clearly support the required experience to be creditable. We will not make assumptions regarding experience.) .

Education: SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Successfully completed three years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. Education must have provided the knowledge, skills, and abilities necessary to do the work of this position.

Combination: COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED):Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. Only progressively higher-level graduate level education in excess of a Master's degree (excess of 2 years) may be combined with experience.

Physical Requirements: The work is primarily sedentary. The incumbent uses a computer and standard office equipment to complete tasks. Physical activity involves walking, bending, or stooping, climbing stairs, carrying supplies. No special physical demands are required to perform the work. The work is performed in an office and/or clinic setting requiring no special considerations beyond accepted standards of safety. The work area is adequately lighted, heated and ventilated. On occasion the individual will require traveling.
