These positions are located in the Pacific Northwest Region, Region 6 and will be located on the Willamette NF and Okanogan-Wenatchee NF. See "Locations" for specific duty locations. The incumbent serves as the program manager with responsibility for land use administration on the Forest. Duties

Performs Unit level review of applications for special uses and request for uses authorized by memorandums of understanding. Advises Forest Supervisor and Deputy Forest Supervisor of important issues that develop during their absence. Apply analytical and evaluative techniques to identify and address administrative or operational procedural problems. Makes recommendations to the authorizing officer on the granting of authorizations for the use and occupancy of National Forest System lands, to include permits, term permits, easements, licenses, plan of operation, and leases. Provides advice to Line Officers in preparation of permits within their delegated authority. Serves as an expert on complex, unusual, and novel claims or application for rights or interest in public lands. Provides technical advice on the appropriate authorities and fees for issuance of special use authorizations in accordance with policy, laws, regulations, and local conditions.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards. Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-11: You must have one year specialized experience equivalent to the GS-09 in the Federal service. Qualifying specialized experience includes meeting one or more of the following: Processed special use authorization renewals, transfer of ownership, terminations, revocations, or suspensions as appropriate, some of which may be complex and/or controversial; negotiated rights-of-way and/or land acquisition or exchanges with landowners; resolved technical problems of limited complexity with regard to special uses; permittees; communication sites; trespasses; prepared and processed appraisals, and related reports. OR A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education in Social Science, Business Administration, Business Law, Land Use Planning or equivalent. OR An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Qualifying specialized experience includes meeting two or more of the following: Administered all aspects of the special use program, which included a variety of special use authorizations (i.e. permits or easements) and a variety of activities (i.e. linear rights-of-ways, private in-holdings, or communications sites); Coordinated interdisciplinary review of associated environmental assessment reports and environmental statements; Conducted on-the-ground program reviews of special use programs and individual authorizations for compliance with agency policies, terms and conditions; Provided technical advice on individual cases, conferred with special use authorization holders, and oversaw corrective action on permits. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Work Experience: Your resume must clearly document the following for each block of work experience; the beginning day, month and year the work assignment started and ended; the hours worked per week; position title, and series and grade if applicable; and description of duties performed. This information must be provided for each permanent, temporary, or seasonal appointment/work assignment or volunteer work and should be clearly documented as a separate block of time.
