This position serves as the Senior Director of Cooperator Programs within the Office of the Deputy Administrator Global Programs and reports directly to the Deputy Administrator, Global Programs. The incumbent is responsible for planning and developing programs and policies within the Global Programs program area and provides senior officials within the program area, FAS, and USDA with expert program advice on specific policies, program alternatives, and related issues.
Duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include, but are not limited to:
Plan, develop, organize, and direct programs and policies to achieve FAS goals and objectives within the Global Programs Program Area.
Analyze urgent problems and issues; call attention to potential advantages or disadvantages of utilizing a course of action under varying situations; and recommend alternative actions as solutions to assist high-level officials.
Conduct research, develop facts, and develop courses of action to resolve special problems referred to the Deputy Administrator for objective executive determination.
Provide authoritative expert advice and consultation on policy and program guidance to FAS officials concerning the complex, sensitive, controversial, and timely issues that must be addressed by the Agency.
Direct the formulation and development of recommendations for operating policies for the handling of all functions assigned.
Requirements

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

- Testing Designated Position: Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.
- In accordance with Office of Government Ethics regulations concerning conflict of interest, the incumbent will be required to submit a financial disclosure report within 30 days of their effective date of appointment and annually thereafter.
- Selectee must be able to obtain and maintain a Secret security clearance.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
BASIC REQUIREMENT: There is no basic educational requirement for this position.
TO QUALIFY AT THE GS-15 LEVEL: Applicants must possess one full year (52 weeks) of specialized experience (equivalent to the GS-14 grade level) that demonstrates all of the following:
Supervising an organization, including establishing and implementing goals, assigning work to subordinates, evaluating performance, resolving complaints, and obtaining completed staff work from subordinates.
Planning, directing, and organizing work, making administrative and expert decisions, and evaluating work accomplishments.
Explaining and/or justifying findings and recommendations, and representing FAS to internal and external stakeholders, program participants, and USDA leadership.
Developing and implementing a variety of market development, grant, or other related programs.
Collaborating with stakeholders, other work units, and other government agencies to establish work priorities, implement programs and develop policy options, and to fulfill the mission of the agency.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
