The primary purpose of this position is to serve as a logistics management specialist responsible for controlling, coordinating and executing logistics support programs applicable to International Logistics and Foreign Military (FMS) customer international logistics cases and programs.
Duties
Foreign Military Sales (FMS) responsibilities.
Assists project/program managers with development of assessment criteria.
Administers compliance with the Security Assistance Program (SAP).
Participates in meetings, makes presentations and prepares correspondence highlighting problems, alternatives or proposed final solutions.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes the ability to provide enterprise level standardization and management of Foreign Military Sales (FMS) Supply Chain Management (SCM) business processes which include, manpower and budget integration to accomplish FMS responsibilities delegated to AFSC. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

COMBINATION OF EXPERIENCE AND EDUCATION
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of basic theories and principles of system design, specifications development techniques; and an understanding of acquisition and maintenance requirements as well as organizational functions involved in logistical support.
Knowledge of theories and principles of Foreign Military Sales development and execution, and the Security Assistance Program and policy.
Knowledge of system life cycle concepts and design as they apply to system research, development and acquisition.
Ability to plan, analyze and coordinate a system or portion of a major system's acquisition and transfer into operational use, to include the identification and correlation of specific requirements for money, manpower, material, facilities and services needed to support the program.
Ability to develop and analyze data and determine logistic objectives and goals, identify support requirements (including funding, contract development and other technical support requirements), and establish relationships between the participants involved in deploying the plan.
Ability to communicate clearly and effectively, both orally and in writing.
WORK ENVIRONMENT: The work is primarily sedentary, although some slight physical effort may be required.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
