This position is located at Bureau of the Fiscal Service, Deputy Assistant Commissioner Federal Disbursement Services, Operations Support Division. As a Program Analyst, you will serve as a production help desk analyst supporting a number of payment and certification systems provided by the Bureau of the Fiscal Service.
Duties
As a Program Analyst, you will:
Apply problem solving and analytical skills in all facets of this position to evaluate new and evolving payment processes, procedures, and customer needs in accordance with rules, regulations, policies, and guidance.
Serve as a production support analyst for various payment systems such as PAM, SPS, and PIR.
Perform administrative actions in support of applications such as SPS, PAM, ASAP, and ITS.GOV.
Enter and manage all security access requests in ITIMS and performs user setup in the various applications.
Maintain administrative records for all users and documents actions performed.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience for the GS-11 is defined as one year of experience at the GS-09 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as:
- Experience assisting customers or internal employees with a variety of automated systems/software in support of an organization's program operation.; And
- Experience conducting oral or written reports independently or writing formal correspondence involving technical information.
OR
You may substitute education for specialized experience as follows: A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related.
OR
You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-11, you must have been at the GS-09 level for 52 weeks.
